- The VISN 9 Acquisition Service Center, Murfreesboro, Tennessee, is seeking an Architect/Engineering firm capable of providing multi-discipline design services on an as-needed basis under a fixed price, indefinite-delivery, indefinite quantity (IDIQ) contract. The A-E Indefinite Delivery Indefinite Quantity contract may be utilized by all VA Medical Centers within Veterans Integrated Service Network 9 (VISN 9) consisting of VA Tennessee Valley Healthcare System, (Alvin C. York Campus in Murfreesboro TN and the Nashville TN Campus); VA Medical Center, Memphis, TN; James H. Quillen VA Medical Center, Mtn Home, TN; VA Medical Center, Lexington, KY; VA Medical Center, Louisville, KY and the VA Medical Center, Huntington WV. Services will be required for an undetermined number of projects of varying size and complexity. Individual delivery orders will be issued against the contract for designated projects. Anticipated Performance Period June 01, 2008 to May 31, 2009 with two (2) optional renewal periods of one year each. A single award Indefinite Delivery Indefinite Quantity contract is anticipated for each VA Medical Center. No more than one A-E will be awarded per VA Medical Center. (VA Tennessee Valley Healthcare System will count as one VA Medical Center in this regard) Overall for VISN 9 facilities, multiple awards are anticipated however a single award may be made. Professional services are required for the design of various in-house and non-recurring maintenance construction projects that are multi-discipline engineering in nature (i.e., mechanical, electrical, architectural, civil structural, etc) including by not limited to, the preparation of designs, plans, specifications, cost estimates, and miscellaneous reports. For any one project, a work order will be issued not to exceed $75,000.00 and the total cumulative contract amount for work orders shall not exceed a maximum of $450,000.00 per VA Medical Center for the entire period of performance noted herein including renewal options (if exercised). Combined total estimated award for the six VISN 9 VA Medical Centers including renewal options (if exercised) is $2,700,000.00. Once the individual contracts are awarded the VA's are NOT committed to contracting for the estimated amounts noted herein. Award of individual delivery orders issued by the VA Medical Centers will be dependent upon the need and the estimated dollar value of the design. IF THE AE IS PLANNING ON USING A JOINT VENTURE AGREEMENT--TWO COPIES MUST BE PRESENTED ALONG WITH THE SF 330 TO THE CONTRACTING OFFICER. The following Evaluation Criteria will be used during the A-E Selection Process: (1)AE firm Experience: Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. This contract is expected to incorporate a wide range of various types of projects, the experience of the firm and its' consultants in a multitude of project types will be evaluated. (2) Individual Experience: Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. The qualifications of the individuals which will be used for these services will be examined for experience and education. The specific disciplines which will be evaluated are Civil, Mechanical, Electrical, Structural, and Environmental Engineers, as well as Architects, Estimators, Specification Writers, Surveyors, and Draftsmen. (3) Capacity: Professional capacity of the firm to accomplish the work (including and specialized services) within the time limitations. No unreasonable design deadlines are anticipated, however, the general work load and staffing capacity of the design office will be evaluated. The firm's ability to respond to the needs of the VAMC will be evaluated under this category. (4) Past Performance: The past performance of the firm on hospital type projects for Federal Government entities including Veterans Administration, state and local agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules will be examined (references required). Record of significant claims against the firm because of improper or incomplete engineering services. (5) Geographic Location. The geographic proximity of the AE firm to the VA Medical Centers in VISN 9 and the AE's familiarity with the area surrounding the VISN 9 VA Medical Centers will be evaluated. (6) Recovered Materials: Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design. (7) Small Business Credit: Inclusion of the following types of small businesses for use as a key subcontractor if awarded the VA contract: Veteran, Service Disabled Veteran, minority owned, and women-owned. TheAE firm MUST notate On Page 1 of the SF 330 ??? Part 1 ??? Contract-Specific Qualifications ??? C. Proposed Team - under Column 9 Firm Name ??? the size of each subcontract and if any of the small business set aside classifications as noted herein are met. If the AE fails to notate the size in Column 9 as requested, the VA will assume the size of the contractor is other than small. Each VA Medical Center in VISN 9 will evaluate the AE firms individually. The NAICS Codes are 541310 and 541330. SF Form 330 is available on-line at: http://vaww.va.gov/facmgt/ae. A-E Firms are required to respond in writing if interested and MUST submit 3 completed SF 330's for EACH of the VA Medical Centers for which they are to be considered. Each SF 330 should be clearly marked with the appropriate VA Medical Center's name. Contractor's failing to submit three copies of the SF 330's as noted herein may be excluded from consideration. No Faxed or emailed SF 330's will be considered. The total number of sheets for a single submission will not exceed 50 (equals 100 pages printed both sides). All submissions must be bound in some manner (spiral, binder, etc). Mail ALL to: Acquisition Service Center, VISN 9 (90C), 3400 Lebanon Pike, Murfreesboro, TN 37129 Attn: Sherri-Lyn Teeters, by 4:00 PM local time on March 25, 2008. After the evaluation of submissions in accordance with Brooks Act criteria, the top three firms considered to be the most highly qualified per VA Medical will be chosen for interviews to present their approach, experience, and capabilities. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request or any travel (if required) during the interview process. Award is subject to the availability of appropriated funds. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. AE FIRMS ARE INSTRUCTED NOT CALL THE INDIVIDUAL VA MEDICAL CENTERS OR THE CONTRACTING OFFICER REQUESTING MORE INFORMATION. PROPER COMPLETION OF THE SF 330'S WILL PROVIDE ALL THE NECESSARY INFORMATION FOR THE GOVERNMENT TO SELECT THE TOP THREE FIRMS.
