STATEMENT OF WORK (SOW) JOINT INTERAGENCY TASK FORCE SOUTH KEY WEST, FLORIDA 1.0 INTRODUCTION. 1.1 Organization. 1.1.1 Identification. Joint Interagency Task Force South (JIATF South) Naval Air Station Key West P.O. Box 4180 Key West, Florida 33040 1.1.2 Mission. The JIATF South conducts detection monitoring and hand off suspected drug trafficking events; coordinates counterdrug (CD) operations; conducts CD engagement; and supports U. S. Government (USG) and participating nation law enforcement activity (LEA) initiatives, to achieve an effective and coordinated multinational CD effort in the U.S. Southern Command (USSOUTHCOM) area of responsibility (AOR). 1.3 Performance. The contractor shall provide support to JIATF East in accordance with (IAW) Title 10 US Code, all applicable Federal Acquisition Regulations (FAR), the Office of the Secretary of Defense (OSD), Joint Chiefs of Staff (JCS), Department of Defense (DoD) and JIATF East Instructions, processes and other pertinent regulations, directives and guidance. Certification by The USG of satisfactory services provided is contingent upon the contractor's performance IAW the terms and conditions of the referenced contract, thi s SOW, the approved Technical and Cost Proposal, and all amendments thereto. 1.4. Glossary. Acronyms used in this SOW are listed below for easy reference: ADP Automated Data Processing AOR Area of Responsibility C4I Command, C ontrol, Computers, Communications and Intelligence CD Counterdrug CO Contracting Officer CONUS Continental United States COR Contracting Officer's Representative DoD Department of Defense FAR Federal Acquisition Regulations<B R>GENSER General Service IAW In accordance with LEA Law Enforcement Agencies OSD Office of Secretary of Defense SOW Statement of Work USG US Government 2.0 WORK REQUIREMENT OR TECHNICAL REQUIREMENTS. 2.1. Scope of Duty. JIATF-South is in the process of preparing to consolidate and move all GENSER C4I servers and equipment from several rooms scattered across the JIATF-South campus (in buildings 290 and 1279) to a new purpose-built data center in building 289. C ontractor shall provide assistance with server placement and space utilization planning for the design of a future GENSER C4I data center, taking into account currently planned infrastructure, industry best practices for a newly built data center, and ensu ring flexibility for interconnectivity, anticipated future upgrades, and expansion. 2.2 Tasks. 2.2.1 Provide review of and recommendations on existing plans for rack and server placement and organization. 2.2.2 Develop a data center design report that includes an overview of industry best practices for data center design, as well as recommendations on specific elements of data center design applicable to JIATF South. 2.3 Deliverables 2.3.1 No later than Feb ruary 15th 2008, deliver a data center design report that includes recommendations on: * Industry best practices for new data center design * How to maintain flexibility and ease of maintenance in design of a new data center * Re commendations on an IT rack layout * Recommendations on cable tray designs * Recommendations on power receptacle locations * Recommendations on workstation access to servers in racks * Raised floor perforated tile layout 2.4 Government Resources. 2.4.1 Current data center design references. Upon award JIATF South will provide the contractor * CAD drawings with accurate dimensions, of approved floorplans for the applicable part of building 2 89 renovation currently underway, with o Architectural drawings of applicable rooms, including all walls, doors, raised floor dimension, and accesses o Me chanical drawings of Air Conditioning forced air unit locations and supply and return locations * CAD drawings with accurate dimensions, of current preliminary designs for o Perforated tile locations o Classified and unclassified wire tray locati ons o Power tray locations o Preliminary Rack layout o Workstation location * Documentation explaining current rack design assumptions and power services supplied.. * Any requested information that pertains to the successful assessment and d evelopment of space utilization designs within the time allotted. 2.7.4 Documentation. Contract employee shall be provided access to all documentation required during the performance of his/her task . Specific acquisition of documents will be the con tractor's responsibility. 2.7.5 Information/Manuals. The Government will provide the contract employee operational manuals and additional reference documentation required to support this task. 3.0 SUPPORTING DOCUMENTATION. 3.1 Points of Contact at JIATF East. 3.1.1 Agency Technical Rep: LT Thomas Merkle J6 Directorate, Chief C4I Systems Engineering Division. Performance of the position under this award will require possession of a valid Secret Clearance. 3.2.2 Clearances. Contract employee is required to comply with all security procedures, storage of classified material handling procedures, all requirements of the National Industrial Security Program Manual (NISPOM) and NISPOM Supplement and app licable Defense Industrial Security Clearance (DISCO) regulations. The POC at JIATF East is the Physical Security Officer. 3.2.3 Release of Information. All information provided to the contract employee by the Government will be protected from Pu blic disclosure IAW the markings contained thereon and the limitations of release contained in FAR Part 3. Additionally, all information related to the services to be performed under this task shall not be disclosed by any means without prior approval of the Command Security Officer and/or Program Manager, whichever is applicable. 3.3 Hours of Work. 3.3.1 Normal Hours. Services are expected to be provided during the JIATF South 's J6 Directorate's operating hours between 0700 and 1700 Eas tern Time, Monday through Friday. 4.0 CONTRACTOR'S RESPONSIBILITES. 4.1 Proprietary Information. In the event the contract employee is required to gain access to other companies' proprietary information, the contractor shall be required to execute agreements with those companies to protect the information from unauthorized use, and shall refrain from using it for any purpose other than for which it was furnished, as prescribed by FAR 9.505. 4.2 Responsibility. The contract employee m ust protect from unauthorized disclosure any materials and/or information that the Government makes available, or that he/she has access to by virtue of the provisions of his/hers contract, that are not intended for public disclosure. Government-furnished materials and/or information that the contractor comes into contact with during the performance of this task are the exclusive properties of the Government. Any materials and/or information that the contractor develops during the performance of this con tract are also the exclusive properties of the Government. Upon completion or termination of this contract or order, the contractor shall turn over to all Government-furnished materials and all materials that he/she developed during the performance of thi s contract. The contract employee will sub-hand receipt for and maintain in an acceptable condition all Government-furnished items during his/her employment und er this contract. 4.6 Permits, Taxes, Licenses, Ordinances and Regulations. The contractor shall, at his own expense, obtain all necessary permits; passports, visas; give all notices; pay all license fees; taxes; comply with all Federal, Stat e, Municipal, County, and local Board of Health ordinances, rules, and regulations applicable to the business carried under this delivery/task order; and be responsible for all applicable State Sales and Use Taxes. The contractor is also responsible for o btaining any visas/passports/permits/licenses required under any applicable Status of Forces Agreements (SOFA's) or other treaty provisions for performance in OCONUS locations. 4.7 Contractor Responsibilities. The contractor shall save and hold har mless, and indemnify the Government against any and all liability, claims, and costs of any kind and nature for injury to or death of any person or persons, and for loss or damage to any property occurring in connection with, or in any way incident to, or arising out of, the occupancy, use, service, operations, or performance of work under the terms of this contract, resulting in whole or in part from the negligent acts or omissions of the contractor. 4.8 Insurance. During the continuance of this t ask, the contractor and his/her subcontractors shall provide and maintain insurance covering its liabilities (FAR 52.228-8). 4.9. Liability. The Government shall not be liable for any injury to the contractor's employee, or damage to the contra ctors property, unless such injury or damage is due to negligence on the part of the Government, and is recoverable under the Federal Torts Claims Act, or pursuant to another Federal statutory authority. 6 5
