Description
The United States Property & Fiscal Office for Tennessee is seeking qualified firms to perform Type A, B, and C Architectural and Engineering services. An Indefinite Delivery-Indefinite Quantity (IDIQ) Firm Fixed Price Contract is contemplated. It is anticipated that one (1) contract will be awarded from this announcement for each of the following locations: (1) Nashville Air National Guard Base located adjacent to Nashville International Airport, Tennessee and Middle Tennessee, (2) McGhee Tyson Air National Guard Base, Louisville, Tennessee, and East Tennessee, and (3) Memphis Air National Guard Base, adjacent to Memphis International Airport, Tennessee and West Tennessee. Accordingly, a separate selection board will be convened for each locatio n. Prime contractors shall indicate in their submittal which location(s) is applicable to their submittal. The A-E IDIQ contract may be utilized by all National Guard Contracting Offices within the State of Tennessee. These services will be required for a n undetermined number of projects of varying size and complexity. Individual delivery orders may be of any value within the contract maximum ceiling, (base year and up to 4 options years) of $10 Million, for each of the three locations. This announcement is being solicited on an unrestricted basis. Should a large business be selected for a contract, it shall comply with FAR 52.219-9 Small Business Subcontracting Plan, for that portion of the work it intends to subcontract. This plan is not required with the submittal, but must be approved prior to award of a contract to a large business. For information purposes, the small business size standard is $4.5 mission in annual average gross revenues for the last three (3) fiscal years. The NAICS Code is 541310. A Request for Proposal (RFP) will be issued to the top ranked firm per location as determined by the Selection Board(s) based upon the selection criteria and interviews. All firms must be registered in the DOD Central Contractor Registration (CCR) database prior to any award resulting from this announcement. The types of projects could generally include facility rehabilitation projects, possibly some facility additions, and some new facility construction projects, Base Master Plan updates; p aving projects ranging from parking lots to runways and new construction and repair of existing pavements; repair/replacement of boilers and hydronic heating systems; utility infrastructure; electrical distribution system repairs, and modifications; constr uction or alterations to Petroleum, Oil, and Lubricants (POL) handling and storage facilities; Incorporate Anti-Terrorism / Force Protection (AT/FP) measures, and utilization of the concept of Sustainable Design. If required the A-E shall provide a USGBC LEED accredited professional as part of the design team. The A-E may be required to design to a specified LEED rating or credit score and to obtain certification from the United States Green Building Council in accordance with the latest LEED? -NC criteri a. Services may include development of a preliminary strategy for the project to achieve the required LEED? credits, performance of fundamental and enhanced commissioning, and submission of all documentation required for certification. Type A Services sh all include, but not be limited to, topographic surveys, aerial surveys, utility surveys, cathodic protection surveys, soil borings, soils analysis, testing and test reports, environmental testing, study and analysis, making presentations, and other fact-f inding investigations. Other functions, such as determination of permitting requirements, clarifying user requirements, economic feasibility studies, value engineering proposals, developing initial programming studies and documentation including DD 1391s, developing scopes of programmed projects, energy efficiency and conservation study and analysis, shall be provided as required. Type B Services shall include engineering calculations and analyses, complete design, statements of probable cost, complete detailed construction documents of such quality and completeness as to be competitively bid by contractors. Type C Services (option exercised at the time of proj ect construction) shall include personnel, equipment and materials necessary to perform material data and shop drawing reviews, complete construction compliance inspection and material testing as required in the construction documents. The services under this option, if exercised, will not commence until the start of construction for each project. A-E selection will be based on the following criteria listed in order of importance: 1. Professional Qualifications: The qualifications of the individuals that will be used for these services will be examined for experience and education. The project team should include the following engineering disciplines: Mechanical, Electrical, Civil, Architectural, Structural, and Environmental. 2. Specialized Experience: Since this contract is expected to incorporate a wide range of military projects, similar experience will be evaluated. Specific experience with HVAC design, utilities design, paving design, fire detection and suppression system design, roofing design, electrical system design, Petroleum, Oil, and Lubricants (POL) handling and storage facilities, Anti-Terrorism / Force Protection (AT/FP) measures, LEED accreditation, knowledge of the locality, and facility rehabilitation design will be evaluated. Where appropriate, success in prescribing the use of recovered materials and also in achieving waste reduction, pollution prevention, and energy conservation will be evaluated. 3. Capacity to Accomplish the Work in the Required Time: The general workload and st affing capacity of the design office will be evaluated. The A-E firms ability to respond to the Governments needs will also be evaluated under this category. 4. Past Performance: The past performance of the A-E firm on projects for Government (federal, state, local) agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be examined. 5. Location of A-E Firms: The geographic proximity of each A-E firm to the three locations will be evalua ted. 6. Volume of DoD Work: The volume of DoD work the A-E firm was awarded during the previous twelve (12) months will be considered. The A-E firm is requested to identify this information on the SF 330. Absence of this information could impact the e valuation. Architect-Engineer firms which meet the requirements described in this announcement and wish to be considered for selection are invited to submit a complete Standard Form (SF) 330, Architect-Engineer Qualifications Questionnaire, Parts 1 and 2. Firms with more than one office must indicate on the SF 330 the office out of which the work will be performed and the staffing composition of that office. Three (3) copies of all forms must be submitted to the following address: United States Propert y And Fiscal Office (USPFO) for Tennessee, Attention: Barry Baxter, 3041 Sidco Drive, Nashville, Tennessee 37204-0748. The prime contractor must also submit three (3) SF 330s from each firm/consultant listed on their SF 330. SUBMISSION REQUIREMENTS: This is NOT a Request for Proposal (RFP). All requirements of this announcement must be met for a firm to be considered responsive. Interested firms having the capabilities to perform the anticipated work must submit their SF 330s to the address lis ted above not later than the close of business 4:30 p.m. on Friday, 11 March 2008. Any information provided as supplemental information, such as cover letters will not be taken into consideration. Prior to the final selection, firms considered Most Highl y Qualified to accomplish the work will be interviewed by telephone or by formal presentation.
