Description
CONTRACT INFORMATION: One Indefinite Delivery Database Management Systems Contract for projects primarily associated with habitat restoration, water management and scientific investigations primarily within the Rio Grande Basin from the New Mexico- Colorado state line to Elephant Butte Reservoir within Albuquerque District boundaries will be awarded. However, the Contractor may be required to work outside the District boundaries. The contract period will be for one year with options to extend an ad ditional four one-year periods. Services may include, development, hosting and maintaining various accessible, multi-disciplinary, spatially referenced, Database Management Systems (DBMS) to consolidate, organize, document, store, analyze, and distribute both scientific and program management information in a cost efficient, effective and transparent manner. Responding firms must have expertise in the development, hosting and maintenance of database systems within the Rio Grande Basin or similar major riv er basin. Firms will be evaluated on the following criteria in descending order of priority listed: (1) Technical approach for the development, implementation and maintenance for a fully functional database management system. (2) Specialized past experie nce with development, hosting and maintenance of databases and websites. (3) Professional qualifications of the staff and consultants to be utilized for this contract; (4) Capabilities of the firm and subcontractors with respect to computer hardware, pre vious software development for database accessibility and workload capacity to manage large database systems. (5) Past performance on similar projects. Award will be made to the firm that presents the overall best proposal to the Government, technical an d price considered. The Government makes no warranty as to the total amount of services to be procured. The Request For Proposal (RFP) will be available on or about 25 February 2008 with proposals due on or about 28 March 2008. This procurement is 100% Small Business Set-Aside. NAICS for this acquisition is 541511/SIC 7371, with a size standard of $23,000,000.00. HOW TO OBTAIN RFP: OFFERORS MUST BE REGISTERED with Central Contractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov. Additionally, a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued via Internet only. Notificati on of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system.
