- Design and Construct an 83,200 SF second phase for Systems Software Engineering Annex. Second phase exterior shall match that of the first phase and shall consist of metal stud partition walls; structural steel roof framing with standing seam metal r oof; double glazed, insulated, aluminum framed windows; brick fa?ade, HVAC system; complete electrical system to include electrical equipment, wiring and lighting; fire protection system to include sprinklers, fire alarms and mass notification system; comm unication system; an elevator; administrative areas, highbay, crane, snack bar, fitness center and a stand alone storage facility building, vaults; supporting facilities of parking, pavements, utilities, exterior communication distribution, hardstand and o ther related site work. The construction of this project will provide Anti-Terrorism/Force Protection (AT/FP) and other physical security in compliance with the minimum construction standards. The North American Industry Classification System ( NAICS) code for this project is 236220. The solicitation will be available for download on 28 February 2008. The estimated cost of this project is between $10,000,000 and $25,000,000. The contracting officer is Mr. Gene L. Curtis. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS be fore they will be allowed to download solicitation information. Registration for plans and specificat ions should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or offic e on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $31,000,000 for the past three years. Note No. 7: A pre-proposal conference will be conducted at the: Software Engineering Directorate, Bldg. 6263 Rm. 1006 DATE: 20 March 2008 TIME: 1000 hours All interested proposers are urged to attend. During this conference, the requirements set forth in the solicitation will be rev iewed and discussed, with part of the conference to include a question and answer period. Tour of the site will follow the conference. The duration of the conference and tour will be approximately one (1) day. The pre-proposal conference will be held in Building 6263, Room 1006 at Redstone Arsenal at 10:00 am CST. Each proposer is allowed a maximum of 10 people. All visitors to Redstone Arsenal must enter the Base through Gate 9 on Ride Out Road. Visitors must get a temporary vehicle badg e and a visitors personal badge at the visitors center at Gate 9. For a temporary vehicle badge, you will need a valid drivers license, vehicle registration, and proof of insurance. This may be a lengthy process, therefore it is suggested that you pla n on at least two hours to get your badges. Each visitor must first register with the Redstone Resident Office to process the visitors badge and his/her personal information into the system. Anyone who fails to pre-register with the Resident Offic e will not be allowed on Redstone Arsenal. SAM Form 1116 is provided for completion of blocks 1 through 20. Submit this form to the Resident Officer via Fax for pre-registration by 17 March 2007 in order to receive a visitors badge. No laptops, cell phones, camera or PDAs are allowed in this building. The meeting will include a general overview of the proje ct followed by a question and answer period. Following the meeting we will tour building 6263. During the building tour technical questions will not be fielded or addressed. After we tour the building, visitors will be allowed to return to their vehicle s to retrieve their cameras and may take limited, supervised photographs of the site.
