Description
The United States Geological Survey, Western Ecological Research Center (WERC) has a requirement for the analysis of various media and tissue samples as part of ongoing project tasks from a variety of habitats to provide a baseline for contaminant levels and to monitor levels as the system changes over time. Tests to be performed include an Organochlorine Scan that includes quantification of the following compounds: pp'-DDE alpha BHC gamma chlordane pp'-DDD beta BHC cis-nonachlor pp'-DDT gamma BHC trans-nonachlor op'-DDE dieldrin endrin op'-DDD heptachlor epoxide mirex op'-DDT oxychlordane toxaphene HCB alpha chlordane PCB-TOTAL Individual compounds or compound groups may be selected for quantification (e.g. DDT compounds). Additionally, the plan must address the following topics and meet any minimums listed (for the purposes of this program, all samples are treated as one of four matrices: animal tissue, plant tissue, soil/sediment, or water). Analytical results must be delivered within 60 days of submission. Analytical and quality control criteria must be strictly followed; further detail as to the required standards will be provided in the forthcoming solicitation. The USGS is contemplating the award of a five-year indefinite-delivery, indefinite quantity (IDIQ) contract consisting of a base year plus four option years to ensure continuity of service and consistency of results. To fulfill this requirement, the USGS intends to negotiate on a non-competitive basis with Mississippi State Chemical Laboratory in accordance with FAR 6.302-1 and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." Other interested concerns having the ability to furnish these services may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming solicitation (08WRSS0007) will be made available through the GPE on or about 21 February 2008, whether or not competitive opportunities have been identified. All responses must be in writing by hard copy to the Contract Specialist by email to sklingler@usgs.gov.
