- The Specialty Center Acquisition NAVFAC (SCAN) is conducting this procurement for a fixed price contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), will be the most advantageous to the Government resulting in the Best Value, price and other factors considered. The work to be acquired under this procurement is for utilities consultation and technical assistance in support of the U.S. Marine Corps relocation from Okinawa to Guam. The tasks include a) develop technical and operational risk assessment of Guam utility production, delivery, operation and maintenance. Report alternatives and recommend the best alternative; b) locate available utility assessment reports at Guam, NAVFAC Pacific, and NAVFAC HQ and analyze for inclusion in evaluation of alternatives and Business Case Analysis; c) Review Navy utility commodity rate development across the Navy Shore Installation and evaluate application at Guam using alternatives def ined in Task ?a?; d) Provide a Business Case Analysis which consolidates all technical risk and economic data; and e) Prepare a technical evaluation and executive briefing that summarizes all findings. Make presentations to be used in Congressional briefings. Participate in detailed technical discussions with Navy, Marine Corps, and Japan Government Program Office. The North American Industry Code Standard is 541618 with an aggregate value of $6,500,000.00. THIS PROCUREMENT IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) FIRMS. The contract will be for a period of award through September 2009. Award is anticipated mid April 2008. The Government intends to evaluate proposals and award contract without discussions. Selection for award will be based on the following: Factor 1 ? Technical Capability, Factor 2 ? Past Performance, and Factor 3 ? Price. Best Value Source Selection procedures will be used and award may be made to the offeror wh o is the most advantageous and offers the best value to the Government . THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the website at https://www.neco.navy.mil on or about February 22, 2008. No hard copies are available.
