- Description
- Based upon inquiries and comments from industry, specific experience with Aircraft Integrated Maintenance System (AIMS) for the CH-46E helicopter is not available in the market place, as required under this procurement. As previously stated, AIMS provides for integrated rotor track and balance capability, continuous monitoring of vibration levels of all dynamic components and engine performance parameters for the CH-46E helicopter. Therefore, the Naval Air Systems Command intends to award a Firm-Fixed Price Contract to Diagnostic Solutions for the Logistical, Technical and Data Management services in support of the Aircraft Integrated Maintenance System (AIMS) in the CH-46E helicopter. However, companies possessing specific CH-46E AIMS experience may submit a capabilities statement to the Points of Contact listed on this synopsis. The capabilities statement shall specifically state how the company can meet the following requirements: a minimum of two years experience with the AIMS system functionality; thorough understanding of the AIMS acquisition unit software; thorough understanding of the CDNU to AIMS interface software; thorough understanding of AIMS ground station/engineering software; thorough understanding of USMC aviation maintenance capabilities and current requirements relative to aircraft vibration analysis and main rotor blade track and balance and the part the AIMS will play in accomplishing these requirements; thorough understanding of how the T58-GE-16/16A engines are maintained, how the engines are set up for operation in the CH-46E, and how the engines are monitored for proper operation during use; an understanding of the part AIMS will play in accomplishing these actions, experience working in the USMC aircraft maintenance expeditionary environment, and an understanding of how the AIMS will be employed in an austere expeditionary environment and the ability to transfer to fleet operators, the AIMS system knowledge in a classroom and in a hands on environment. The initial contract for the design, test and manufacture of AIMS units for the CH-46E helicopter was awarded to Chadwick Helmuth, a business unit of Honeywell International, Inc. in June 2003. The period of performance of the intended contract will include the base year, with two(2) one-year options.
