- Description
- The U.S. Department of Commerce (USDOC), National Marine Fisheries, has a requirement to charter two commercial longline fishing vessels for evaluation of Bluefin Tuna Mitigation Measures. The Contractor shall provide longline vessels with the equipment; captain and crew; fuel; bait; food and berthing accommodations equal to that of the crew for one Fishery Observer; and all other necessary material. Pelagic longline fisheries for tuna and swordfish catch several non-target species such as blue and white marlin, sharks, and bluefin tuna, which are managed under international rebuilding plans and are experiencing overfishing. The bycatch of these species by pelagic longline fisheries is of concern to management agencies and the U.S. has implemented several time/area closures in an effort to reduce bycatch mortality of these species in U.S. fisheries. Current closures include areas off of New Jersey, the DeSoto Canyon in the Gulf of Mexico (GOM), the Florida east coast, and the Charleston Bump. These fisheries also impact protected species such as leatherback and loggerhead sea turtles and the U.S has implemented mandatory gear changes and fishing restrictions to mitigate the incidental capture and mortality of these species. Time/area closures can be effective in reducing bycatch mortality of some species, but can have a significant effect on target catch rates and economic impact on the fishery and can in some cases increase bycatch mortality due to redirected fishing effort.
