Description
Posting (Brief Abstract): Market Survey Capability Assessment for Runway Status Lights (RWSL) system. This is a follow up to the RWSL Public Announcement dated 8/23/07. The responses to this market survey will be used for informational purposes only. This is not a Screening Information Request (SIR) or request for proposal (RFO) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the responses to the market survey. Therefore, any costs associated with the market survey submission are solely at the interested vendor's expense. If the vendor replied to the previous RWSL Public Announcement dated 8/23/07 said vendor need not reply to this market survey. The FAA may decide to set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged small businesses that are certified by the SBA for participation in the SBA's 8(a) program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, or eligible socially and 8(a) certified firms capable of providing the RWSL system. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing within Sector 33 - Manufacturing (Metals, Machinery, Computer, Electronics, Electrical Transportation Equipment, Furniture, Miscellaneous), with a size standard of 750 employees. In order to make this determination the FAA requires the following from interested industry participants: 1. Capability Statements: This document should identify the following (not to exceed 10 pages in length) a. Type of services provided by your firm, b. Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance as follows). -Provide a synopsis of experience gained with systems that form part of the National Airspace System and familiarity with NAS requirements -Provide a synopsis of experience gained in the area of software development and integration particularly suited to interfacing separate systems, which when linked, provide expanded capabilities. -Provide a synopsis describing experience gained in performing and management of construction projects within airport grounds and in particular the airport movement area (runways and taxiways). -Provide a synopsis of experience gained in the development, testing, manufacturing, installation, and life cycle sustainment of complex electronic systems. c. Number of years in business 2. Geographical areas where your company can provide service 3. Expected programmatic approach (in-house, teaming, subcontracting, etc). Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Respondents are encouraged to review the RWSL Statement of Work (SOW) included as part of the RWSL Public Announcement dated 2/4/08. Please note that respondents should not include any information deemed proprietary. Also note that information requested herein, or responding to this announcement will not result in the elimination of any industry participant from further consideration. Interested firms are required to submit a Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable.
