- BACKGROUND / SCOPE OF WORK: FAA's Cyber Security Management Center (CSMC) has a requirement for support services as detailed in the attached Draft SOW. The goal of this requirement is to move the CSMC from its current role of an incident response team to that of a "Center of Excellence" (COE) in the cyber security world and become a shared service provider under the OMB LOB initiative. An outline of key points in achieving that objective includes the following: ??? Support for leading edge Cyber Security Management Center ??? A ramp-up in staffing to establish a Duty Officer presence beyond the current Watch Officer (WO) presence and increasing Duty Analyst support ??? Focused effort in integrating somewhat disparate hardware platforms and applications ??? Data and technology integration toward the creation of the DOT's premier, "Center of Excellence" ??? Development of the capability to perform event correlation, data reduction and anomalous event detection ??? Develop Altoona, PA as the DOT CSMC Hot Site. ??? OMB Shared Service Provider (SSP) for Incident Response/Incident Detection (IR/DR) ??? Provide guidance and understanding into the cyber security related activities. ??? Provide a situational awareness and an up-to-date snapshot of cyber events that are on-going within the world of cyber security. ??? Provide an understanding of the alerts issued by the Commercial Off-The-Shelf (COTS) vendor arena. ??? Serve as an interface to the NAS world in determining susceptibility to the cyber vulnerabilities. As an example, provide an interface between the vulnerability assessment team to run scans on affected systems. See attached Draft SOW for further detail. MARKER SURVEY PURPOSE: The purpose of this market survey is to inform industry of this requirement and to obtain comment on the attached Draft SOW. Additionally FAA wishes to obtain information that it may consider in choosing how to conduct this procurement and whether it should be a full and open competition, a limited competition, or set-aside. The following North American Industry Classification System (NAICS) codes pertain to this procurement, the primary code being 541519: 541513 Computer Facilities Management Services (size standard - $23m) 541519 Other Computer Related Services (size standard - $23m) MARKET SURVEY RESPONSE: Interested vendors must respond to this market survey by providing the items listed below. a. Capabilities Statement - A Capabilities Statement which demonstrates the vendor's ability to provide the services in the attached Draft SOW. This includes the vendor's ability to provide and maintain appropriate levels of experienced and qualified personnel capable of supporting the task areas. b. Programmatic Approach - Vendors must discuss their expected programmatic approach to successfully providing these services. This includes discussion of potential teaming and subcontracting arrangements. If respondent is an eligible 8(a) certified business or other small business, provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. c. Prior Experience - For at least three past or current contracts for work similar in scope and complexity to that described in the attached Draft SOW, vendors must demonstrate in narrative form (not brochures or catalogs), direct and recent experience and capabilities with the services and requirements of the Draft SOW. Experience three years or older will not be regarded as current. At a minimum, vendors must identify the government or commercial entity for which work was performed, provide the contract number and value, and provide a description of the work performed. d. Comments on Draft SOW - Vendors may provide comments or suggestions regarding the Draft SOW. e. Business Declaration - Vendors must complete and submit the attached Business Declaration form. Inclusive of all 5 items above, submissions must not exceed 10 pages in length. The electronic submission should be in Word, Adobe or another commonly used format. All submissions must be received by 4:00 p.m. Eastern time on February 21, 2008. Electronic submission is preferred and should be sent to ryan.m.king@faa.gov. King, AJA-482 FOB-10A, Room 400 800 Independence Avenue, SW Washington, D.C. 20591 VENDOR DAY: FAA plans to hold a vendor day on February 22, 2008 at the CSMC in Leesburg, VA. At the vendor day FAA plans to provide a briefing on the CSMC, a tour of the facility and hold a question and answer session about the facility and the procurement in general. Please note that attending the vendor day is not required in order to participate in the upcoming acquisition, it is simply an informational session. The CSMC facility can accommodate up to 20 visitors. For this reason and depending on the amount of interest from industry, multiple sessions may be held in order to accommodate more than 20 visitors. The same information will be presented at each session and vendors may only attend one of the sessions. Space limitations require that one person from each vendor may attend. Due to security requirements, attendees must be prepared to present identification for entry and only U.S. citizens may attend. The first session of the Vendor Day will begin at 9:00 a.m. Eastern. Session One 9:00 a.m. - Briefing on the CSMC 9:30 a.m. - Tour of Facility 10:00 a.m. - Question and Answer Session Two 11:00 a.m. - Briefing on the CSMC 11:30 a.m. - Tour of Facility 12:00 a.m. - Question and Answer Directions to the facility are attached. Vendor Day Response -Vendors that wish to attend the vendor day must provide an email by 4:00 p.m. Eastern on February 14, 2008 to Robert Cochran at robert.cochran@faa.gov. The email should state the vendor's intent to attend the vendor day and must include the company name, company phone, attendee's full name, attendee phone and attendee email. The email address will be used to notify vendors of which session to attend. Vendors will not be permitted to attend the vendor day if they do not provide this information by the time required. This vendor day response is separate from and does not count toward the page limit of the market survey response discussed earlier in this announcement. ATTACHMENTS: 1) Draft SOW, 2) Staffing Estimate, 3) Business Declaration Form, 4) Vendor Day Directions Note: Section J.2 referenced in the Draft SOW will not be available until release of the solicitation, the date for which is undetermined at this time.
