THIS IS ONLY THE PRE-SOLICITATION NOTICE. NO RESPONSE IS REQUIRED TO THIS ANNOUNCEMENT. THE COMPLETE SOLICITATION PACKAGE WILL BE POSTED AFTER 21 FEB 2008. NO OTHER DOCUMENTS PERTAINING TO THIS SOLICITATION WILL BE MADE AVAILABLE PRIOR TO THE ABOVE REFERENCED DATE. GENERAL CONTRACT INFORMATION: This solicitation will be an Invitation For Bid (IFB) for Sitka National Historical Park in Sitka Alaska. NAICS Code will be 237310 and the size standard is $28.5M. This acquisition will be 100% set-aside for HUBZone Small Business. Joint Ventures will be considered/allowed, however, the joint venture must be approved by the Small Business Administration (SBA) prior to the scheduled date for contract award. Those firms that may be contemplating a joint venture on this project, advise your Business Opportunity Specialist at the SBA Office, in writing, as soon as possible. SPECIAL NOTE: BID BONDS, PERFORMANCE AND PAYMENT BONDS WILL BE REQUIRED FOR THIS PROJECT. GENERAL DESCRIPTION OF WORK: The successful bidder will provide all labor, materials, transportation, travel, tools, and necessary supervision to complete a road extension from the Sitka National Historical Park Totem Shelter to connect to the Sitka Municipality public street system. This description is not all-inclusive of the work, and is intended as a broad, general description. Place of Performance: Sitka National Historical Park, Alaska. Sitka is not road accessible from the rest of the state of Alaska. Access is only possible by air or water. POSTAL CODE: 99835; COUNTRY: United States of America. The procurement will be conducted using Sealed Bidding procedures in accordance with FAR 14. The estimated magnitude of this project is $45,000 - $70,000. This project is subject to the Davis-Bacon Act. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the proposer. Bidders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, evaluation, and/or final award process based on decisions related to DOI and NPS changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov -- we advise potential bidders to begin the registration process when they prepare their bid to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a bidder is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful bidder registered in the CCR database. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Bidders submitting a proposal as a Joint Venture should remember that Joint Ventures must also be registered in CCR identical to the joint venture indicated in their bid (failure to do so will make the bidder[s] ineligible for award). The anticipated posting date to the NBC and Federal Business Opportunities Website will be on or about February 22, 2008 (subject to change) and bids will be due on or about March 25, 2008 (subject to change) 2:00 PM Alaska Local Time. The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/ AND the National Park Service Public ftp site (which will contain drawings, specifications, etc.) that are not posted at the IDEAS-EC website.
