- Description
- The Research, Development, Test and Evaluation (RDT&E) Infrastructure Division has a requirement for the NAVAIR Functional Area Manager (FAM) for Modeling & Simulation; Scientific & Technologies; Information Operations for applications and databases, and for the management of 4.0/5.0 NAWCAD/NAVAIR NMCI IT Assets in conjunction with the FAM Process. The NAVAIR FAM?s responsibility is national in scope, including RDT&E support for more than one hundred fifty laboratories and facilities at Patuxent River, MD; China Lake, CA; St. Inigoes, MD; Point Mugu, CA, Jacksonville, FL, Lakehurst, NJ; Orlando, FL; Cherry Point, NC; and San Diego, CA. This requirement includes support for: 1) The full range of engineering, technical, and management support services necessary to satisfy the mission requirements to support the NAVAIR Functional Area Manger (FAM) for Test and Evaluation (T&E), Scientific & Technology (S&T), Modeling & Simulation, and Information Operations for applications and databases. 2) 4.0/5.0 NAWCAD/NAVAIR NMCI IT Assets in conjunction with the NAVAIR FAM business rules and regulations and Navy FAM compliance. 3) Virtual Systems Command Representative for RDT&E Governance to NAVAIR FAM application portfolio management. 4) Information Assurance Center of Excellence to ensure NAVAIR FAM compliance for IA certifications. The Government contemplates a firm-fixed-price and cost-plus-fixed-fee base plus four one-year option period contract. The Government intends to negotiate on a sole source basis with Sabre Systems, Inc., 48015 Pine Hill Run Rd, Bldg 3, Lexington Park, MD 20653, under the authority of FAR 6.301-1. This notice of intent is not a request for competitive proposal. However, interested parties may submit a capability statement. All capability statements received in response to this notice must be received by 21 September 2007 and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source based on the response received. NOTE: DFARS 252-204-7004 Alt A ?Required Central Contractor Registration? applies to all solicitations. Lack of registration in CCR database will make an offeror ineligible for award.
