- Description
- The Naval Air Systems Command, Headquarters Division, Patuxent River Maryland intends to award a Cost Plus Fixed Fee contract to the Bell Boeing Joint Program Office for: design analysis; requirements definition; and risk reduction efforts, including early software integration of Operational Flight Program (OFP) upgrades, for a common Mission Systems Upgrade (MSU) for the MV-22/CV-22 Block C/Block 20 configuration This contract is expected to be awarded in May 2008 with a period of performance not to exceed one year. The MSU requirements define future mission processing, display processing, digital map functionality and networking upgrades to MV-22/CV-22 Block C/Block 20 configurations to address obsolescence, interoperability and Net Ready capability. The V-22 MSU will consist of an Integrated Core Avionics Processor (ICAP), mass memory unit, 6x8 digital displays and Terrain Awareness Warning System (TAWS) functionality. MSU will maximize use of USN/USMC COTS/GOTS common hardware and software components. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisfy agency requirements." The Bell Boeing Joint Program Office is the sole developer and integrator of the V-22 aircraft weapons system; no other supplier has the knowledge, capability, or technical expertise to perform the tasks associated with this effort. Only the Bell Boeing Joint Program Office has system knowledge, expertise and integration facilities to effectively develop proposed Government Furnished Equipment configurations to support MV/CV-22 requirements.
