Description
NASA/ARC has an on-going requirement for the purchase of thermal protection materials Phenolic Impregnated Carbon Ablator (PICA) and Carbon?Bonded Carbon Fiber (CBCF) FiberForm? components. These materials will be manufactured and/or machined to varying specifications to support NASA projects. NASA/ARC intends to purchase these items from Fiber Materials, Inc. (FMI) of Biddeford, ME 04005, under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. PICA and CBCF FiberForm are proprietary materials manufactured by, and thus only available from FMI. NASA Ames intends to establish a Blanket Purchase Agreement with FMI, in accordance with the Simplified Acquisition Procedures required in FAR Part 13.303. Delivery orders will be issued on an ?as-needed? basis as specific requirements are identified. The period of performance will be for one year. Deliverables are expected to include: 1. Fabrication (cutting, machining, and/or assembly) of components from PICA stock provided by NASA to FMI as Government Furnished Equipment, or from PICA billets manufactured under this procurement. Specific requirements such as configurations, dimensions, and quantities will vary as needed. 2. Fabrication (cutting, machining, and/or assembly) of components from commercial inventory of FiberForm, including delivery of whole FiberForm billets. Specific requirements such as configurations, dimensions, and quantities will vary as needed. 3. Manufacture of additional PICA and FiberForm billets, as needed, to support the above requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Pacific time on February 19, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
