Description

The Pomona Lake Project Office, US Army Corps of Engineers, Vassar, KS, has a requirement for Mowing and Trimming Services. The annual Period of Performance is approximately 01 April through 30 September. In accordance with FAR Part 52 .212-2 Evaluation Commercial Items (Jan 1999), the Contracting Officer will evaluate responsible offers on the basis of best value to the Government. In addition to using pricing as a determining factor, an evaluation of the contractor s related past performance and experience will be considered. The Contractor shall furnish all manpower, equipment, tools, supervision and all necessary items required to provide the required services. The standard industrial code is 0782. The NAICS code is 561730. This will be a 100% Small Business Set-Aside Acquisition. The Small Business Size Standard is $6,500,000.00. The solicitation will contain a base period plus four option periods. The base year period of performance runs from 01 April to 30 Septembe r 2008. The period of performance for option period 1 runs from 01 April to 30 September 2009. The period of performance for option period 2 runs from 01 April to 30 September 2010. The period of performance for option period 3 runs from 01 April to 30 Sep tember 2011. The period of performance for option period 4 runs from 01 April to 30 September 2012. All responsible sources may submit an offer, which will be considered by this agency. THIS IS NOT A SOLICITATION . The solicitation will be po sted on or about 22 February, 2008. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior t o quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. One must re gister on the Kansas City District web site in order to receive any quotations. By visiting the following web site, you may download the solicitation. The web address is https://acquisition.army.mil. REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration inst ructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quote r acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acqui sition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/www.bpn .gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as n ecessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one soli citation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whicheve r is included in the solicitation. New procedures being implemented for U.S. Army Corps of Engineer solicitations will require that all potential offerors to include Prime Contractors, subcontractors, suppliers, plan rooms and printing companies registe r in CCR and FedTeDS in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format as an Electronic Bid Set (EBS) at the FedTeDS website, http://www.fedteds.gov .
