- Description
- The Drug Enforcement Administration (DEA), Office of Training (TR), Diversion Training Unit (TRDD), has a requirement for a facility to provide services related to hosting a training program entitled ?Diversion State and Local No. 15, june 21-27, 2008 in the Orlando, Florida area. Services required will include: lodging of seminar participants; conference room space and related services; working luncheon ? all detailed below. This acquisition will be conducted through the Federal Acquisition Regulations FAR Part 12, Commercial Items. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition. 52.212-1(Sept 2006) Instruction to Offerors-Commercial Items, 52.212-3 (Nov 2006) Offeror Representations and Certifications-Commercial Item; 52.212-4 (Feb 2007), Contract Terms and Conditions-Commercial Items, 52.212-5 (Jun 2007) Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items. The North American Industry Classification Systems (NAICS) is 721110. The proposal representing the best value will be determined by the following criteria, in descending order of importance: (1) Availability, (2) Location, and (3) Price. HOTEL REQUIREMENT FOR JUNE 21-27, 2008. 1) The contractor shall provide for seminar attendees approximately two hundred and forty (240) Government funded guest rooms at the Government per diem rate or below for the period June 23-28, 2008, and ten (10) guest rooms for DEA staff personnel at the Government per diem rate or below for the period of June 21-28, 2008. The hotel shall provide lodging for approximately two hundred and fifty (250) attendees, as well as simultaneously accommodate other activities for approximately two hundred and fifty (250) attendees from June 23, 2008 through June 27, 2008. The number of attendees is an estimate and may change by as much as five percent (5%).The check-in-date for seminar attendees will be Monday, June 23, 2008, and check-out date will be Saturday, June 28, 2008. The Conference dates are from Tuesday, June 23, 2008 thru Friday, June 27, 2008. The total number of nights in the hotel for the conference will be five (5) nights for each of the approximately two hundred and forty (240) seminar attendees. The ten (10) DEA staff will require a total of seven (7) nights for the conference. Prior to the start of the seminar, three (3) DEA staff will require three (3) suites with the government rate from June 21 to 28, 2008. Seven (7) additional standard rooms DEA staff will arrive on or about June 22 to 28, 2008. During this time period DEA staff will also be preparing for the participants and confirming arrangements. It is estimated that DEA will purchase approximately 1263 room nights for this seminar. The vendor shall provide cost estimates as if all anticipated participants were attending; however, the vendor will only be paid for the actual number of attendee room nights used. Every effort will be made to provide the vendor with an accurate attendance numbers as far in advance as possible. The guest sleeping rooms at a minimum shall include: coffee maker, hair dryer, iron and ironing board, internet access, and television). The meeting/conference/break-out rooms shall be approximately at least 2,400 square feet per room. The hotel shall provide adequate security personnel within the hotel; parking availability; per diem pricing; walking distance proximity to restaurants, physical fitness centers, ground transportation to and from airport. Technical Requirement: The three (3) suites with the government rate for the DEA staff will be used on Saturday, June 21, 2008, through Saturday, June 28, 2008 in order to set up the class room and test the technical equipment. The other seven (7) standard additional rooms for DEA staff will be used from Sunday, June 22, 2008. The conferences rooms shall be reserved exclusively for DEA?s use entirely during the period from June 22, 2008 through June 27, 2008 in order to prepare and present the training conference. The conference room will be used on a daily basis, Monday through Friday during this time period. Additionally, from Saturday, June 21, 2008, through Monday, June 23, 2008, DEA staff will prepare for the attendees? arrival, check in, registration and conference activity, schedule events, and coordinate with the hotel, other instructors, and the local DEA offices in Florida. Requirements are as follows: June 22, 2008, four long tables with four chairs at each table are to be placed out side of the conference room area for registration of attendees. June 23, 2008 one large banquet room approximately 4,800 square feet to accommodate approximately 250 attendees for an Opening Ceremony auditorium style seating. June 23, 2008 through June 27, 2008 three (3) breakout rooms at approximately 2,400 square feet to accommodate for 75 participants each classroom seating two participants per 6 table or 3 per 8 table.
