Description
Thank you for participating in our Market Research Questionnaire. Please read each question carefully and provide your answer directly below the question. The purpose of this market survey is to determine if existing commercial or non-devel opmental (see FAR 2.101 for definitions) items are available and suitable to fulfill the Armys requirement for a long term contract procurement of 600 GPM Fuel and Water Pumping Assemblies. The U.S. Army plans to award a single contract for fuel and wat er pumping assemblies. The contract will be 5-year, Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm-Fixed Price, production contract. The Estimated Minimum Monthly Demand (EMMD) is provided in paragraph 7. However, the Demand can fluctuate from day to day based on the previous 12 month demands. Please provide your companys response on or before 15 February 2008. All interested firms, regardless of size, are encouraged to respond to this request for information. If you choose to participate in this market research, we ask that you take the following actions: 1. Electronic responses are required. 2. The following questions pertain to your manufacturing capacity and ability to adhere to requirements of the attached Draft Purchase Description (PD)specified. a. Does your company currently produce fuel or water pumping assemblies? b. Would your company be willing to produce a bid sample according the requirements listed in the Draft PD if requested? If so, approximately how long would it take to produce the bid sample? c. What is your ability to handle capacity, quality, and adherence to the Draft PD for fuel and water given the following proposed Estimated Minimum Monthly Demand (EMMD) for each type of pump (fuel and water). Additionally, descri be your ability to adhere to the Performance Test Requirements for first article testing and conformance testing as specified in the Draft PD. PUMP EMMD SURGE Fuel 15 45 Water 5 15 d. What is the minimu m and maximum sustainable number of pumps you can manufacture per month IAW the Draft PD referenced above, using a normal shift? Please explain what a normal shift is for your organization, e.g., number of hours and personnel utilized. e. Is your company producing at full capacity now? If not, what is your current rate as a percent of capacity? How far into the future will your company produce at your current rate? f. What type of surge capability does your company have over and abov e your nominal production rate, and how long can that be sustained? How long would it take you to ramp up to that surge capability? g. What is your estimated lead-time from contract award to delivery of test assets for First Article Test (FAT) , as described in the Draft PD? h. What is the lead-time from approval of the FAT to commencement of full rate production? i. Does your company have the in-house capability of performing tests IAW requirements in the Draft PD above ? If not, how do you propose to fulfill the test requirements? 8. Please provide a proposed minimum Delivery Order schedule that your company would accept over a 5-year period if your company received award. 9. Do you provide a s tandard commercial warranty with your current products? If yes, what are the period and conditions of the warranty? 10. Does your company currently hold a certification for any industry- or Government-recognized quality management systems? <BR >11. Does your company have existing maintenance/parts manuals with Original Equipment Manufacturer (OEM) component part numbers and National Stock Numbers for your pumps? If not, how will the manuals be accomplished IAW MIL-STD-40051-2? 12. Do es your company have in-house capability to perform provisioning, develop and deliver engineering data (drawings and other data) for logistics, development and delivery of Department of the Army Technical Manuals, and Department of the Army Repair Parts an d Special Tooling Lists (RPSTL)? If yes, please identify your past provisioning efforts. If not, how will provisioning be accomplished?
