Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items using simplified acquisition procedures in accordance with FAR Part 13.5, prepared in accordance with the format in FAR Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This combined synopsis/solicitation is being issued as a request for proposal (RFP) N00178-08-R-3014. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to award on a competitive basis a contract to convert the current Cardkey Electronic Security System (ESS) in Building 1200 which includes an Intrusion Detection System (IDS) and an Automated Access Control System (AACS) to an ESS that can integrate with the Lenel Enterprise Pro ESS currently in use on Naval Support Activity South Potomac (NSASP) and NSWCDD both at Dahlgren Virginia. The job must be completed by 31 July 2008. On site hands on training for 10-12 people shall be included. The contractor must be a LENEL certified contractor, which requires technicians to have at least two weeks of cumulative laboratory based training on OEM equipment and to have at least 12-months of cumulative maintenance and installation experience on the OEM equipment. In addition to the above, a Secret Security Clearance is required for all technicians. The security system shall be compliant with SECNAV M-5510.36, OPNAVINST 5530.13C, and OPNAVINST 5530.14D. All interested parties shall contact XDS13-5 at (540) 653-7765 by 3:00 pm by 15 February 2008 to no tify of site visit. The site visit is scheduled to meet in the lobby of Building 1200 at 0900 on 26 February 2008. Visitor badges can be obtained at the Main Gate. Drawings will be forwarded to all parties scheduled for a site visit. The order shall be a firm-fixed price purchase order. Pricing will be FOB Destination to the Naval Surface Warfare Center, Dahlgren , Virginia . Therefore, the quote/proposal must include all applicable shipping charges. PROVISIONS/CLAUSES. The combined synopsis/solicitation incorporates, by reference, Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations (DFAR) provisions and clauses as follows: FAR 52.212-1 Instructions to Offeror ? Commercial Items; FAR 52.212-2 Evaluation ? Commercial Items. Factors used to evaluate offers are (in order of importance): (1) technical capability to meet the Government requirement, (2) past performance, and (3) price. Technically acceptable capabilities when combined with past performance are significantly more important than price/cost. In regards to the past performance evaluation factor, offerors shall include with their proposal recent experience in conducting projects directly related to the Statement of Work; FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items; FAR 52.212-1 Instructions to Offerors ? Commercial Items. The purchase order will include a clause prohibiting employment of any active-duty U.S. Government military or civilian personnel without prior written approval of the Contracting Officer as well as FAR 52.212-4 Contract Terms and Conditions ? Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (with selection of elements as required by FAR prescription); FAR 52.219-8; Utilization of Small Business Concerns; DFAR 252.212-7000 Offeror Representations and Certifications ? Commercial Items; DFAR 252.212-7001 C ontract Terms and Conditions Required to Implement Statues or Executiv e Orders Applicable to Defense Acquisitions of Commercial items (with selection of elements as required by DFAR prescription.) INSTRUCTIONS - AT A MINIMUM, OFFERS SHALL INCLUDE: (1) RFP number; (2) Offerors?s name, address, point of contact, phone and fax numbers, e-mail address; (3) offeror?s DUNS number, CAGE code, and TIN number; (4) documentation that shows the offeror?s current active registration in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration in the CCR on the Internet at http://www.ccr.gov; (5) A copy of the complete commercial warranty provisions and terms; (6) Offered delivery time; (7) Offeror?s remit to address; (8) Completed copies of FAR 52.212-3 and DFARS 252.212-7000; (9) Past performance data of the last three sales for the same or similar items. For each reference include: contract number, dollar value, date of sale, organizational name, point of contact, address, phone number and e-mail; (10) The price proposal should include: (a) a copy of the current catalog or established price list for the items covered by the offer, or information where the established price may be found; (b) a statement that such catalog or established price list; (i) is regularly maintained; (ii) is published or otherwise available for inspection by customers (iii) states the prices at which sales are currently made to a number of buyers. (c) A statement that such items are commercial items sold in substantial quantities to the general public, at the prices listed in the above mentioned catalog or established pricelist; (d) a statement that the quoted prices , including consideration of any discount or rebate arrangement, do not exceed prices charged the offeror?s mo st favored customer for like items in similar quantities under compara ble conditions. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21 effective 7 November 2007 and Class Deviation 2005-o0001.
