Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number DTRT57-08-R-20015 is issued as a Request for Proposal (RFP) the purchase of Kidde FM-200 Fire Suppression Cylinders. . The Contracting Officer is utilizing policies and procedures prescribed in Part 12, Acquisition of Commercial Items, and Part 13.5, Test Program for Certain Commercial Items, and Part 15, contracting by Negotiation. The clauses and provisions incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-19 effective September 17, 2007. The NAICS Code is 336611, and the Small Business size standard is 1,000 employees. Any questions relating to small business size standards should be directed to the Small Business Administration. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government intends to solicit proposals, on a competitive procurement basis, in order to award a Firm-Fixed-Price contract to provide the required cylinders with shipment to Mohammed Alahmed Naval Base, RAS AL Qulaia, Kuwait. The Government does not anticipate holding discussions after receipt of offers and advises all Offerors to present their best prices in response to this solicitation BEGINNING OF STATEMENT OF WORK (SOW): STATEMENT OF WORK (SOW) BACKGROUND The Volpe National Transportation Systems Center (Volpe Center) provides the U.S. Army, Program Manager for Army Watercraft Systems, PEO Combat Support and Combat Services Support with project management and marine engineering technical expertise. The Halon Retrofit Program has been active since 1993 and is in the final phases of retrofit to the Army fleet replacing Halon 1301 with FM-200?? (Heptafluoropropane, HFC-227ea) fire extinguishing and Water Washdown systems. Environmental initiatives under the Montreal Protocol for the elimination of ozone depleting chemicals has compelled the removal of and no new Halon 1301 from use as a fire extinguishing agent onboard U.S. vessels. As one of the final initiatives of this Army/Volpe Halon Retrofit program, the Army has requested the Volpe Center to provide materials procurements (kits) and engineering support during three (3) LCU-2000 vessel fire extinguishing system replacements located overseas in Kuwait. Three vessels, LCU-2018, 2019, and 2027 are located overseas and are scheduled for shipyard fire suppression retrofits over the next year. Volpe Center will procure parts, deliver, and provide engineering support during the installations at the Kuwait shipyard. Delivery: The contractor shall: Deliver all cylinders in new, undamaged condition to the U.S. Army Base, Kuwait adhering to all Federal, State and local shipment regulations from origin to final destination. A U.S. Government Representative will inspect at final delivery point. Shipping shall be to the loading dock area of the warehouse location at the address specified. Shipper shall place palletized cylinders onto the loading dock. Any damage materials will not be accepted by the government and shall be replaced by the contractor at the Kuwait address at no cost to the government within 21 calendar days. Mark/tag each cylinder as follows: LCU-2018, cylinder 1 of 11, cylinder 2 of 11, etc. LCU-2019, cylinder 1 of 11, cylinder 2 of 11, etc. LCU-2027, cylinder 1 of 11, cylinder 2 of 11, etc. The contractor shall provide the shipping information, including copies of all shipping documents (declaration forms, customs forms, waybills, tracking numbers, etc.) to the government. Expressed Warranty. The contractor shall provide expressed warranties on all parts from the manufacturer. Government Furnished Equipment/Information. There is no government furnished equipment. The government is providing the bills of materials for procurement of individual parts. The government will provide an exact shipping address at contract award. Deliverables/ Schedule. (c) Period for acceptance of offers is 60 days. EVALUATION OF OFFERS: Price, technical capability, and past performance are approximately equal factors in the evaluation of offers. Careful compliance with FAR 52.212-1 (b)(4) and (10) will permit the Government to evaluate technical capability and past performance. PROVISIONS AND CLAUSES: The following FAR clauses and provisions are incorporated by reference (IBR) into the solicitation and the resulting contract, with addenda as indicated. In addition to the foregoing FAR clauses and provisions, the resulting contract will incorporate the following FAR clauses: 52.209-6, Protecting the Governments Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment; 52.232-33, and Payment by Electronic Funds Transfer - Central Contractor Registration; ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
