Description
FBO Description 1.1 SCOPE OF WORK. The Contractor shall furnish all personnel, equipment and supplies, except as specified herein as Government-furnished, to provide security guard service at VA Outpatient Clinic, 9031 Cross Park Drive, Knoxville, TN, as outlined in Exhibit 1 - Task Inventor List, Exhibit 2 - Outpatient Clinic Floor Plan and Exhibit 3 - Site Plan. Security is to also be provided at Knoxville Office annex located at 1557 Downtown West Boulevard. Site of service coverage may change during the contract period with opening of new lease site on Ray Mears Boulevard in Knoxville and closing of the Cross Park Drive Site. . 1.2 PERSONNEL 1.2.1 Supervisor, Contractor shall provide an on-site supervisor for a minimum of 1 hour per day. Each supervisor shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or security, commercial or industrial guard service or security). However, the contractor shall have the prerogative of requesting the approval of another employee without two (2) years of supervisory experience if the contractor can provide sufficient documentation to support his selection. 1.2.2 Security Guard(s). Contractor shall provide security guard service Monday through Friday from 8:00 a.m. to 4:30 p.m. EST. The guards must stay until the last patient clears the clinic, usually 5:00 p.m., or sooner. Whether the guards must stay is at the discretion of the Chief Medical Officer in charge and is dependent of the condition of the patient(s). Two guards will be required at the primary site at Cross Park and One guard at the Office Annex at Downtown West site for this contract, plus the on-site supervisor for a minimum of 1 hour per day. 1.2.2.1 Minimum Qualifications Standards - Security Guards. 1.2.2.1.1 Education/Experience. Possess a high school education or equivalency, and have two (2) years of experience demonstrating: the ability to meet and deal with the general public; the ability to read, understand and apply printed rules, detailed orders, instructions, and training materials; the ability to maintain poise and self-control under stress; the ability to construct and write clear, concise, accurate and detailed reports; any type of military service which may be credited toward meeting the requirements in 3(1) through (4), but excluding (6); in lieu of the above(with the exception of subparagraph (5)), each employee shall have two years of relevant education at a residence school above the high school level, or any combination of relevant education above the high school and relevant experience totaling two (2) years. 1.2.2.1.2 Age. All contractor employees performing work under this contract shall be a minimum of eighteen (18) years of age or as required by local laws.
