Description
This is not a Presolicitation or Solicitation announcement. This is a Sources Sought Notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a ), Service Disabled Veteran Owned Business, Small Disadvantage Business, Woman Owned Business, Veteran Owned Business relative to NAICS Code 611430, Professional and Management Development Training, with a small business size standard not to exceed $6,500 ,000.00 gross annual receipts. Responses to this Sources Sought Notice will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. The intended contra ct shall provide for a seven month period of performance. The contemplated contract type is firm-fixed-price. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 611430? 2) Is your business a certified HUBZone firm? 3) Is your business a certified Section 8(a) business? 4) Is your business a certified Service-Disabled Veteran Owned small business? 5) Does your busine ss qualify as a small disadvantaged business? 6) Is your business a woman-owned small business ? 6) Is your business a Veteran Owned business small business? Please provide a capability statement addressing your organizations ability to pe rform as a prime contractor the work described below: 1. Provide complete coordination and arrangements, ground transportation, lodging and meals for two 1 week-long training periods at Ft. Leavenworth, KS for 18 ROTC cadets and up to 4-6 officers/ mentors (total of up to 24 persons). 2. Provide complete coordination, arrangements for, and execution of a cultural immersion and undergraduate-level political-science/social studies program in Egypt and Senegal in accordance with curriculum guide lines and objectives of the FMSO. The program will be conducted for a group of 16 U.S. Army (ROTC) cadets, 2 U.S. Army (ROTC) Officer supervisors, and up to 8 U.S. government academic specialists for a total of up to 26 persons, with up to 13 persons goin g to each country, Egypt and Senegal. The majority of the program should be in cooperation with an academic institution and take place in and around Cairo and Dakar. 3. Anticipated overseas curriculum will include topics such as: " How Heal th Care, Safety and Education affect Modernization and Stability " Law Enforcement and Security reflected in Transnational Crime, Slavery, and Smuggling " The role of communications, business, and economics in affecting regional power and influence<B R>" The effect of development on strategic infrastructure and how this affects the regional power dynamic " Sustainability of the environment and its impact upon regional stability and long-term viability " The role of military and international dipl omacy in regional security " Ethnic, historic, religious and cultural heritage and how these affect interactions and contribute to conflict and civil unrest. 4. All overseas lodging, transportation and meals will be arranged with entities in Eg ypt and Senegal that are approved by the US Dept. of State in respect to sanitation, safety and security. Please provide responses in writing no later than 18 February 2008 to david.westall@conus.army.mil Responses to this sources so ught announcement will not be considered as a response to any solicitation, a request to be added to a prospective offeror/bidder list, or to receive a copy of any solicitation. This is not request for proposal and in no way obligates the Government to solicit for or award any contract.
