- Description
- **The purpose of this amendment is to change response date to March 11, 2008.** The U. S. Army Joint Munitions & Lethality Life Cycle Management Command, Picatinny Arsenal, NJ, in support of the Product Manager, Mortar Systems, is conducting a market survey to identify potential sources for fabrication and delivery of 120mm M191 bipod assemblies for the M120 Mortar System. The M191 mortar bipod assemblies are to be manufactured, inspected, assembled, packaged, and shipped in accordance with Government TDP and contract requirements. This Sources Sought / Market Survey is being used to seek sources capable of manufacturing, assembling, inspecting, packaging, and shipping120mm, M191, mortar bipod assemblies. To assist the contractor, a Production Readiness Review will be conducted to verify contract requirements are achieved prior to start of manufacture. Manufacture of the M191 bipod assemblies consists of producing assemblies that meet the required physical and mechanical properties specified via the Government Techical Data Package (TDP). Interested offerors will be required to demonstrate their capability to fabricate struts, gears, springs, and various other piece parts from high strength metallic materials. They should possess experience in machining, welding, assembly and inspection of metal components and gears of similar complexity. The Basic contract will require the manufacturing of approximately eight hundred (800) 120mm M191 mortar bipod assemblies with 3 ranged options having the potential to add up to 2,400 total additional units (800 per option). The anticipated contract will require the successful completion of a First Article inspection, seven (7) to nine (9) months after contract award. First delivery will be required one hundred twenty (120) days after U.S. Government approval of the First Article. Production deliveries will be for up to two hundred (200) bipod assemblies per month. Production bipods will be accepted IAW lot acceptance requirements. The Offeror must demonstrate a quality plan IAW ISO9000:2000 with the ability to perform radiographic and magnetic particle inspection of fabricated metal parts in accordance with Government QAP requirements. Proof Acceptance Testing (PAT) will be used to accept production run pieces per the sampling plan included in the PAT test plan. Interested Offerors should provide, at no cost to the Government, a summary of their firm???s past experience, capabilities, size of business (small or large business), description of facilities, personnel, equipment, tooling, quality control of material and processes and any other information and areas of expertise that will demonstrate to the Government that they will be able to achieve the effort described herein. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN March 11, 2008.
