Description
NOTICE OF INTENT: The U.S. Army Engineering and Support Center, Huntsville, AL intends to award a bridge contract (up to four months) to Future Research Corporation on a sole source basis for operation, maintenance and training in support of the Arm y Facilities Components Systems (AFCS), as well as the Theater Construction Management System (TCMS). The requirement will also include transition of the services and Government furnished property to a new contractor. The contract will include a base per iod of one month and three one-month option(s). The requirement will have a period of performance through 30 June 2008. The AFCS is an engineering construction support program for Army contingency construction in a theater of operations and for other OCON US requirements. It also supports emergency construction during disaster relief in any area when required. The AFCS Branch of the Huntsville Engineering and Support Center has the mission to maintain and modernize the AFCS information contained in the sy stem and distribute it to all Army military engineer units through a user system is titled Theater Construction Management System (TCMS). The requirement includes furnishing all labor and materials to operate and maintain the AFCS/TCMS Systems fo r the Department of Army, Navy, and Air Force users during the stated period of performance. It will also include travel, specialized training, and transition of the services to a new contractor on or about May 2008. Operations and Maintenance Re quirements: The contractor shall provide AFCS/TCMS Systems operations and maintenance technical support (including the TIES Network and the TCMS Web site) in accordance with the AFCS/TCMS Program approved work plan. The contractor shall support system ma intenance as directed by the Government. Maintenance responsibilities do include any efforts on the system hardware or hardware accessories. While the contractors personnel are at the Government facility, the contractor is responsible for compliance with all laws, rules and regulations governing conduct with respect to health and safety. Other services required include but is not limited to the following: Quality Control of the Systems System Stability and Operations Interfaces Stability and Ope rability Database Optimization Status Report (Weekly Submission) Trip Reports for all Travel and Training Training/Travel Requirements: The contractor shall attend and participate in a total of fourteen upcoming meetings and specialized tr aining sessions, averaging 3-5 business days each and held at various locations during the period of 28 February 2008 through 30 May 2008. The contractor shall provide individual(s) in the following disciplines thoroughly familiar with the system and its operations to attend and actively participate in the fourteen upcoming meeting(s) and specialized training sessions: senior consultant (s), project manager (s), quality assurance analyst(s), computer based training specialist(s), and technical writer(s). The contractor must provide documentation of the required experience with the AFCS/TSMS systems of the individuals proposed to participate in the meetings and training sessions. Note: All disciplines are not required for each event and the Government wi ll specify per each event, which discipline(s) are required to attend and actively participate. Transition Requirements: The current AFCS/TCMS maintenance and support contract will expire on 22 February 2008 and the bridge will cover the servic es until a new contract is awarded (up to four months). Future Research Corp. will be required to transition the services in accordance with FAR 52.237-3, which will include but is not limited to all internal hardware, software logic, internal testing req uirements, release notes, documentation, training manuals, etc. All developed software shall be the property of the government. THIS IS NOT A FORMAL SOL ICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes as a minimum, the firms capability, familiarity wi th the system, evidence of experience, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. If no written resp onses are received by 18 February 2008 by 5:00 PM CT, the Operations, Maintenance, Training, and Transition requirements stated above will be awarded to Future Research Corporation. All interested sources must be registered in the Central Contractor Registration (CCR) before they can be considered as potential sources for the efforts listed above. Federal Business Opportunities numbered note 22 applies with the exception of the 45 day response time. The 45 day response time is not applicable to this requirement for a bridge contract for the procurement of a commercial service.
