- Description
- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the procurement of the manufacture of Peculiar Support Equipment (PSE) and associated data to support the Intermediate (I) and Operational (O) level of maintenance for the V-22 aircraft. The V-22 support equipment is comprised of 12 items that shall be used at the O and I level of maintenance for the V-22 Aircraft. These twelve items are as follows: brake bleeding set, LWINS alignment tool, MMR alignment tool, tool set- VB2000SE tube bender, checking fixture, Mini Mark IV tool set, ARRP Install tool set, Seal Replacement tool set, Coax adapter set, Brake tool set, Wheel tool set, Standpipe Cylinder loading guide. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to manufacture this Organizational and Intermediate Level PSE. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
