- Responses are due 14 March 2008 PUBLIC SAFETY SOFTWARE DEFINED RADIO (PS SDR). THE GOVERNMENT IS CONDUCTING A SEARCH FOR MULTI-BANDED HANDSET RADIO FOR INTEROPERABLE COMMUNICATIONS Description: As part of a market survey for a build-or-buy determination, SPAWAR System Center Charleston is soliciting a response from potential business sources to provide the Government information related to commercial-off-the-shelf (COTS) multi-banded handset radios that would be applicable to supporting an open- architecture Public Safety (PS) communications solution. SPAWAR currently has a multi-banded open architecture software defined radio test bed called Dynamic Open Architecture Radio System (DOARS), but all hardware was designed for mobile emergency base station bridging operations. The Government is interested in multi-banded handsets with DSP technology, which may be compatible with SPAWAR's DOARS with some minor software modifications to accommodate 2 to 3 of the PS bands (VHF @ 150 - 170, UHF @ 450 - 512, and 800 @ 806 - 824 and 851 - 869 MHz). Due to very limited Public Safety budgets, SPAWAR Systems Center considers cost a critical decision factor in the build-or-buy determination. SPAWAR would like to explore the multi-banded frequency management and over-the-air-control of commercial radio handsets without any proprietary road blocks. Specifically, SPAWAR would like to demonstrate multi-banded communications interoperability to help manage increased communications loading during an emergency situation involving multiple agencies. DOARS base station would be used to automatically regulate different radio handsets operating in the 3 dominant Public Safety (PS) frequency bands aforementioned. Proposed Handset Requirements: 1) The handset filters, oscillators, etc. should be able to (with minor modification) accommodate full or partial operations in the 3 Public Safety bands (150 - 170, 450 - 512, and 806 - 869 MHz). 2) The radios need to support frequency modulations (FM) with deviations between (15 KHz - 5 KHz). 3) An embedded sub-tone capability selectable between 67 - 250 Hz in tenths of a hertz (similar to Private Line Tone (PLT) used today in Family Talk and Law Enforcement radios) is desirable. 4) All parameters for the handsets would be assigned over-the-air by a DOARS base station provided by SPAWAR. These parameters are expected to be exchanged via a simple and robust data protocol, by using a Frequency Shift Keyed (FSK) with a bit rate of 2400 bps. A list of parameters is provided below: List of Potential Parameters: * Frequency, TX (Hz) * Frequency, RX (Hz) * PLT, TX (1/10th Hz) * PLT, RX (1/10th Hz) * Modulation (FSK, FM) * Modulation Information (FSK - 2 tones, FM - deviation in Hz) * Power, TX (dBm) * Handset ID (16 characters, alpha-numeric) 5) The handsets shall be able to register with the DOARS base station on any of the 3 bands using pre-established frequencies that can be entered via an average Windows computer (e.g., 3 control frequencies for each band) and common serial interface like USB. 6) Handsets must be either programmed by the vendor with minimal non-recoverable expenses (NRE) or computer programmable by third party in which case SPAWAR will do the programming and release the source code back to the vendor. Since DOARS is an open architecture, a user programmable software defined radio handset is necessary so vendors with this type of handset are encouraged to respond. SPAWAR will explore various registration rule sets, multi-channel scanning, priority options, modulation types, encryption, and voice encoding schemes. This is only a request for information about commercial products matching the above generic requirements, but could definitely lead to an order of handsets with positive responses. These units will be released to Public Safety subject matter experts for field testing. The Government recognizes the COTS radio may require some development cost, but is not considered to be a major effort. If satisfactory responses are received, a solicitation may be issued. Firms are invited to submit appropriate documentation, literature, brochures, and references that support they possess the specification necessary to meet or exceed stated requirements. Responses must include the following: 1) name and address of firm; (2) size of business, (3) ownership: Large, Small, Small Disadvantaged, 8(a), and/or Woman-Owned; (4) number of years in business; (5) technical capability; (6) affiliate information: parent corporation, joint venture partners, prime contractor (if potential sub) or subcontractors (if potential prime). THIS IS A REQUEST FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER SET-ASIDE FOR SMALL BUSINESSES BASED ON RESPONSES HERETO. THE APPLICABLE NAIC CODE IS 334220 WITH A SIZE STANDARD OF 750 EMPLOYEES.
