Description
This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. Synopsis will be follows. A separate written solicitation M67400-08-T-0095 will be issued as a Request for Quotation on or after 15 Feb 2008. In accordance with FAR Subpart 5.202(12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System coder is 517110, and the business size standard is NTE 5.5 million. THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN, OKINAWA PREFECTURE. AWARDS CAN ONLY BE MADE TO FIRMS LICENSED TO OPERATE IN THE COUNTRY OF JAPAN. This procurement constitutes Item 0 001, 0002, 0003, and 0004. Required Items and Descriptions are as follows: Item 0001: Supervisor Labor Hours ? Telecommunication upgrade services, labor house for supervisor to oversee technicians, see attached Statement of Work for task details. Item 0002: Technician Labor Hours ? Telecommunication upgrade services, labor hours for technicians to complete task listed in attached Statement of work. Item 0003: Re-Imbursable Materials ? Materials will be reimbursed at cost and only with a receipt. All materials must be essential to the Telecommunication upgrade. Contractor is authorized shipping in support of material requirement (Proof of shipping/receipt required). Item 0004: Narrative Technical Plan ? Narrative Technical Plan to be provided in order to evaluate the contractor?s approach for the requirement as part of proposal. Narrative Technical Plan shall be submitted by the contractor describing their approach towards completion of the requirement. This narrative techni cal plan shall have no inherent cost to the Government. All services, in accordance with the specification of this contract shall be completed 90 days after award of contract. The Government intends to make a single award to the responsible offeror whose offer is most advantageous to the government considering price and other factors. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. Solicitation will be available on or after 15 Feb 2008. The solicitation (Request for Quotation), when it is released it will be available electronically at the following websites https://www.neco.ney.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-08-T-0095. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CMP S.D. BUTLLER, PSC 557 BOX 2000, FPO AP 96379-2000. Offers must be received no later than 16:00, Japanese Standard Time of solicitation closing date.
