- The NASA/SSC Acquisition Management Office intends to issue a Best Value Request for Proposal (RFP) for the project entitled ?Cryogenic and Isopropyl Alcohol Butterfly Valves for A3 Altitude Test Stand at NASA/Stennis Space Center? to be delivered to the John C. Stennis Space Center, Mississippi. The work to be performed under this requirement consists of providing all labor, equipment, and materials necessary for the design, fabrication, inspection, testing, and delivery of the following stainless steel butterfly valves to the SSC A-3 Altitude Test Stand: two (2) EA 12" 275 psig Liquid Hydrogen, 12" 275 psig Liquid Oxygen, and 10" 750 psig Alcohol; three (3) EA 10" 750 psig Liquid Oxygen; and nine (9) EA 6" 750 psig Liquid Oxygen and 6" 750 psig Alcohol. The valves shall comply with codes referenced in the RFP and shall be suitable for the stationary, exposed, above ground storage of Liquid Hydrogen (LH), Liquid Oxygen (LOX), or Isopropyl Alcohol (IPA) as indicated. FOB is destination. The government intends to issue subject solicitation (RFP) under Commercial Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and 13. It is anticipated that only one award will be made for this requirement. The resulting contract shall be a single award firm fixed price (FFP) contract with a period of performance of nine (9) months from the effective date of contract award. The firm delivery date shall be identified in the resulting solicitation. The DPAS Rating for this procurement is anticipated to be DO-C9. The NAICS Code and Small Business Size Standard are 332911 and 500 employees, respectively. It is anticipated that this action will be issued as unrestricted. All responsible sources may submit a proposal, which shall be considered by this agency. The Government reserves the exclusive right to award to other than the low offeror on this "Best Value" procurement. The evaluation factors for this procurement are Technical Compliance, Schedule, Past Performance, and Cost. The anticipated release date of the Request for Proposal (RFP) is on or about February 29, 2008 with an anticipated closing date on or about April 11, 2008. The firm date for receipt of proposals will be stated in the subsequent RFP. An organized site visit has been scheduled for February 26, 2008 at 10:00 A.M. Participants will meet at the South Gate Reception Center at the main entrance to Stennis Space Center 30 minutes prior to the scheduled time. All interested offerors are urged and expected to inspect the site where the work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for claim after contract award. The site will not be open for inspection at any other time unless authorized by the responsible NASA SSC contracting officer and amendment to the solicitation. All offerors participating in the site visit are required to have a valid state driver's license in order to sign in at the NASA John C. Stennis Space Center main gate. Each company participating in the site visit will only be authorized to have two (2) representatives from their company attend the site visit. Each company desiring to attend the site visit must send an email to michelle.m.stracener@nasa.gov informing us of your intent to participate. Include in the email the full names of the individuals from the company that will be participating. All offerors are required to bring the following safety equipment with them in order to view the site: - Hard Hat - Steel Toe Shoes - Safety Glasses - Hearing Protection The solicitation (RFP) and any related documents [with the exception of the specifications and drawings] will only be issued electronically and will be available via the internet. These documents may be accessed and downloaded at the NASA Acquisition Internet Service (NAIS) Business Opportunities website @ http://prod.nais.nasa.gov/cgi-bin/nais/link_syp.cgi or at the Federal Business Opportunities (FedBizOpps) website @ http://www.fbo.gov. Offerors unable to access the RFP at this address may contact the Contracting Officer for assistance. The Specifications and Drawings will only be made available on CDROM. Requests for copies shall be made via e-mail to the Bid Distribution Office, emily.s.polk@nasa.gov. All contractual and technical questions regarding this acquisition shall be submitted in writing via e-mail to michelle.m.stracener@nasa.gov not later than March 14, 2008.
