- THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION. The Government anticipates awarding a Firm Fixed Price Construction Contract. The NAICS Code for this Request for Proposal is 237990 Other Heavy and Civil Engineering Construction. The Size Standard is $31,000,000. The work consists of renovation and repair for Dock 146 Project located at Naval Support Activity Panama City, Florida. Upon issuance of the project the proposer will be required to submit Evaluation Criteria on their firm?s experience, past performance, and financial strength to handle this contract. Also provide information on your staffing plan and work approach that will give the Government a high level of confidence that the work will be completed within project completion time, within budget constraints, and at the same time meet the Governments quality expectations. The estimated cost for this construction project is between $10,000,000! and $11,000,000. The estimated contract completion date is 555 calendar days from date of contract award. The Government will award a Firm Fixed Price Contract resulting from this solicitation to the responsible, responsive proposer whose proposal conforms to the solicitation and considered to be the BEST VALUE to the Government, price and technical factors considered. This procurement will consist of a Single Phase Request for Proposal (RFP). Proposers will be evaluated on FACTOR A OFFEROR EXPERIENCE CAPABILITY OF KEY PERSONNEL; FACTOR B PAST PERFORMANCE; FACTOR C SMALL BUSINESS SUBCONTRACTING EFFORT; FACTOR D MANAGEMENT APPROACH. PROJECT DESCRIPTION: This procurement will result in the award of a firm-fixed price design/build contract. Work includes the following: The existing facility is a 2,125 foot long (648 meter long) concrete dock with 11,898 SY (9,948 M2) of dock space constructed circa 1953. The project will make necessary repairs to the facility including structural deficiencies, new steel sheet pile for the entire length of the dock, constructing a new concrete cap, constructing two new crane loading zones, replacing utility trench covers running alongside the dock, repairs to the utility trench, repairing/replacing deteriorated utilities to five "Utility Box" stations along the dock, replacing all concrete pavement and concrete utility boxes, and installing an impressed current cathodic protection system. Boat slip cover (building 302) shall be removed and refurbished or removed and replaced to facilitate installation of underlying sheet pile. Project also constructs a Port Ops con! trol tower to bring dock up to current ATFP standards. This work is all water front (dock) work but may include some design work that is other than replacement. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. FOR SPECIFICATIONS: The Government intends to issue this solicitation only on the Navy?s WEBSITE in approximately 15 calendar days from the date of this pre-solicitation notice. THE ENTIRE SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING IN ELECRONIC FORMAT ONLY. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil upon issuance and the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov approximately around 31 January 2008. No hard copies will be provided. Prospective Offerors MUST and should immediately register on the web site. Amendments will be posted on the web site. This will be the only method of distributing amendments at this time; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Plan holders list will not be faxed and will be available only at the FEDBIZOPPS Internet website address listed above. Offeror?s m! ust also be registered in the Contractor?s Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr.gov.
