Description

This requirement was originally announced as W911RP-07-R-0036 and it is now W911RP-08-R-0016. Outer Payload Filling Assembly for M98 Grenade, 45,771 each, and Outer Payload Filling Assembly for M99 Grenade, 29,283 each. The following drawings and s pecifications are applicable for the Outer Payload Filling Assembly, M98 Grenade: 13-19-763, 13-19-764, 13-19-744, 3-91-745, 13-19-733, NOR 256-0036-005, FED-STD-595 Rev B, ASTM D4673, ASME Y14.5, ASME Y14.100, AWWA B404, ASME B4.1, A-A-208 Rev B, A-A-1507 Rev A, Mil-STD-130 Rev M, MIL-STD-709 Rev C, EA-DTL-2197 Rev A, and NOR 256-0036-011. The following drawings and specifications are applicable for the Outer Payload Filling Assembly, M99 Grenade: 13-19-732, NOR 257-0038-005, 13-19-744, 13-19-745, 13-19-7 37, 13-19-733, 256-0036-005, 13-19-728 Rev A, ASME Y14.100, ASME Y14.5, FED-STD-595 Rev B, ASTM D4673, A-A-59135, AWWA B404, ASME B4.1, A-A-1507 Rev A, A-A-1507 Rev A, A-A-208 Rev B, MIL-STD-130 Rev M, MIL-STD-709 Rev C, EA-DTL-2198, Rev A and NOR 256-0038 -008. The type of contract shall be firm fixed price. Solicitation shall contain an option to purchase up to 100% of the initial quantity. The First Article Test (FAT) quantity shall consist of 70 each Payload Assemblies which represent units from actual manufacturing methods that will be used in normal production. All FAT samples will be subjected to all drawing, specification, and TDP requirements. Further, manufacturer shall produce a twenty (20) piece sample of ALL component pieces which will be sub jected to a First Article Test themselves. These component pieces must meet all drawing, DTL Specification and TDP requirements. The contractor is required to perform all required measurements for all components and assemblies and submit a FAT report det ailing all of those measured inspections. Every requirement of every drawing and specification must be measured and reported. All FAT sample units will be individually marked for identification purposes, and the accompanying FAT report will list each uni t along with all required drawing and/or specification requirements. The FAR report along with the identified FA units will be presented to the Government for verification purposes at the time of the FAT. The government intends to visit the contractors f acility to witness first-article testing. FOB Destination, Pine Bluff Arsenal, AR. Acquisition is being conducted utilizing full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. The solicitati on document contains information that has been designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation documents. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. Solicitation will issue on or after 9 Nov 2007 with a closing date on or after 10 Dec 2007. En sure solicitation number W911RP-08-R-0016 is listed in the subject line on all solicitation requests and provide required DD 2345. Additionally, companies full mailing address, telephone and fax numbers, and email addresses where available should be list ed on all requests. Email request that do not contain the solicitation number in the subject line will be deleted without review. Electronic Proposals are no t acceptable; proposals shall be mailed to arrive by the time specified in the solicitation to the address specified in the solicitation. Offerors shall submit all technical questions regarding this solicitation to the Contracting Officer, in writing, no later than 15 days after issuance of this Request for Proposal. Questions may be sent via facsimile or email, again the solicitation number MUST BE referenced in the subject line on any correspondence. Verbal questions will not be addressed.
