- Description
- Position Title: PEPFAR Uganda Program Officer. 2. Market Value: GS-13 Equivalent ($68,625- 89,217). Final compensation will be negotiated within this range and determined based on past salary and work history, experience and educational background. 3. Place of Performance: U.S. Embassy/Kampala, Uganda. 4. Period of Performance: Initial two year contract with an option for a third year dependant upon needs, satisfactory performance and availability of funds. 5. Education: Bachelors-level degree or equivalent is required. Bachelors-level degree in Public Health, Health Administration, Social Science or related field is preferred. Masters-level degree in Public Health, Health Administration, Social Science or related field is desirable. 6. Experience: Three years of progressively more responsible work experience in public health or other social sector programs is required. Experience working with HIV/AIDS and/or PEPFAR is desired. Two or more years experience in monitoring and evaluation of health or HIV/AIDS programs is desired. Experience in developing and monitoring budgets is desired. 7. Skills and abilities; all required: Strong organizational skills: ability to plan, organize, coordinate and implement work inputs from several sources and partners, manage the simultaneous delivery of multiple outputs, ability to keep complex processes on schedule, and keep track of large amounts of data and a substantial overall country budget. Well honed interpersonal skills: Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations and with external partners in a complex international and multi-cultural environment. Ability to lead the negotiation process on a variety of difficult issues. Excellent and demonstrated skills in facilitating effective team work. Ability to readily analyze and present data to a wide range of audiences in a clear and concise manner. Ability to work independently with little supervision. Excellent written and spoken English at native speaker level. Strong computer and writing skills with proven ability to produce concise well written reports and high quality presentations in Word, Excel, and Power Point. Introduction and over view: The PEPFAR Coordinator is empowered by the Ambassador to carry out day-to-day leadership and management of the U.S.G. PEPFAR program, and is therefore responsible for ensuring that the interventions and approaches of the various U.S.G. agencies are well coordinated and support the Ugandan national HIV/AIDS Strategic Plan. She he is assisted in this by a staff of four, including a Program Officer, a Strategic Information Liaison, a Communications Officer, and an Administrative Assistant. Major duties and responsibilities of the PEPFAR Uganda Program Officer include: 1. Country Operational Plan: 1A. Coordinate and facilitate the planning, development, and production of the annual Country Operational Plan; Summarize COP development guidance and disseminate to PEPFAR team and implementing partners; Organize the logistical arrangements for interagency work; Develop schedules, timelines, assignment lists, and databases that track the COP development process; Keep agencies on task for deliverables by tracking document development; Convene and manage PEPFAR USG agency teams to ensure coordinated, efficient, and accurate entry of data into the COP; Reconcile budgets with available resources throughout the process. 1B. Oversee the maintenance of the Country Operational Plan (COP) database by updating it when new information becomes available and accessing the database for information to respond to requests; and ensuring all reprogramming is reflected. 2. Reporting: As assigned by the PEPFAR Country Coordinator, respond to the Office of the US Global AIDS Coordinator?s (OGAC?s) routine and ad hoc requests for information and reports in a timely manner; Work closely with the PEPFAR Strategic Information (SI) team to coordinate and report program results as well as conduct strategic exercises to evaluate program progress and success, and maintain a calendar of important benchmarks to ensure the program is on schedule. Prepare and disseminate periodic internal and external updates/status reports on PEPFAR in Uganda. Keep agencies on task for interagency efforts such as reprogramming, results reporting, etc. and provide all requisite related documentation to OGAC; Contribute to Mission reporting documents as requested. 3. Other: Coordinate joint site visits and joint partner reviews with the PEPFAR Technical Working Groups, including the development of the schedule and organizing logistical arrangements; Organize program area technical reviews in coordination with the Technical Working Groups and ensure dissemination of evidence based approaches and exchanges of technical and programmatic information between USG, GOU, and implementing partners; Oversee the coordination of travel and meeting logistics for international visitors, including Core Team members, technical advisors, and others; Assist with planning and facilitating site visits for visiting dignitaries and others as needed; Facilitate communication between the Technical Working Groups and the Country Team; Organize regular phone calls with the US-based inter-agency country support team lead (Core Team Lead) and the full Core Team; Facilitate technical assistance from appropriate Technical Working Groups to State Department PEPFAR projects; Assist the PEPFAR Country Coordinator, the PEPFAR Communications Officer, and the SI Liaison to assure timely and complete response to media requests for information on PEPFAR in Uganda; Act as the PEPFAR Country Coordinator in his her absence; Perform other duties as assigned by the PEPFAR Country Coordinator. 4. Reporting Requirements: The PEPFAR Program Officer is directly supervised by the PEPFAR Country Coordinator. His/her performance is evaluated on an annual basis, by obtaining performance feedback from select members of the PEPFAR Country Team and other colleagues and clients. A six-month interim review will also be conducted. NOTE REGARDING GOVERNMENT OBLIGATIONS FOR THIS SOLICITATION. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the application. Filling this position is contingent upon availability of funding and completion of final internal administrative approvals.
