Description
Position Title: PEPFAR Uganda Country Coordinator. 2. Market Value: GS-14 Equivalent ($81,093- 105,420). Final compensation will be negotiated within this range and determined based on past salary and work history, experience and educational background. 3. Place of Performance: U.S. Embassy/Kampala, Uganda. 4. Period of Performance: Initial two year contract with an option for a third year dependant upon needs, satisfactory performance and availability of funds. 5. Education: Advanced degree, Masters or higher, in relevant professional discipline such as Public Policy, Public Health, Administration; or an undergraduate degree and at least seven years of progressively more senior experience managing HIV/AIDS, health or other development programs, preferably in a developing country context. 6. Experience: Five years work experience managing public health or other social sector programs is required. Demonstrated experience in managing an office and staff is required. Three or more years managing an HIV/AIDS program, ideally in sub-Saharan Africa, is preferred. Experience working with PEPFAR is desired. Experience working directly for one or more of the U. S. Government agencies responsible for implementing PEPFAR is preferable. Experience working in close collaboration with high level government and other counterparts is desired. Public speaking and public presentations experience is preferred. 7. Skills and abilities; all required: Leadership skills: ability to empower PEPFAR team members to apply available resources and expertise to addressing the local epidemic. Superb communication skills: adeptness at conveying information to high level officials, implementing partners, and others in both oral and written format. Strong organizational skills: strong capacity to multi-task, including managing prioritizing and fulfilling competing demands in real time, ability to keep track of large amounts of data and a substantial overall country budget. Strong managerial skills: ability to plan, organize, coordinate and implement work inputs from several sources and partners, manage the simultaneous delivery of multiple outputs, and supervise office staff. Well honed interpersonal skills: Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations and with external partners in a complex international and multi-cultural environment. Demonstrated ability to mediate interagency conflicts and facilitate consensus decisions on complex technical, programmatic, strategic and financial issues. Excellent and demonstrated skills in facilitating effective team work. Ability to readily analyze and present data to a wide range of audiences in a clear and concise manner. Excellent written and spoken English at native speaker level. Strong computer and writing skills with proven ability to produce concise well written reports and high quality presentations in Word, Excel, and Power Point. Introduction and Overview: The PEPFAR Uganda Country Coordinator plays a critical role in supporting USG agencies to implement programs and to achieve one coordinated USG program at the country level. The coordinator position is an essential vehicle for organizing how the Ambassador, who heads the in-country PEPFAR program is the final decision-maker under PEPFAR guidance to all program plans and activities, and agencies interact for PEPFAR planning and implementation. With supervision from the Ambassador?s office, the Coordinator manages the process for the PEPFAR Country Team and Technical Working Groups to effectively carry out their roles and responsibilities. She he serves as the key liaison between the Executive Committee ? comprised of the Ambassador, the Deputy Chief of Mission and USG Agency Heads involved in PEPFAR ? and the PEPFAR Country Team to maintain a timely exchange of information. She he is a facilitator, a communicator, and at times, a negotiator who facilitates collaboration and open communication across the USG team and leads the process for final decisions. She he is, in general, not a technical director, although the coordinator may be expected on occasion to ensure follow-up on implementation of technical recommendations based on the Country Operational Plan and other performance review information. When delegated this authority by the Ambassador, She he will act as the primary representative of the USG PEPFAR country program to the Government of Uganda and other stakeholders, including health and HIV/AIDS donors, the Global Fund to Fight AIDS, TB, and Malaria, WHO and UN agencies. She he is responsible for ensuring proper coordination and communication between the PEPFAR Country Team and the various HIV/AIDS coordinating bodies in Uganda. She he is responsible for ensuring that Uganda is fully responsive in submitting its annual Country Operational Plans, semi-annual and annual reports and other documentation and ad hoc information requests as required by the Office of the Global AIDS Coordinator. Major duties and responsibilities. 1. Serve as the operational coordinator for PEPFAR activities, including: Facilitating the development and implementation of a unified PEPFAR program, which includes the planning and production of the annual Country Operational Plan, that capitalizes on the comparative advantages and competencies of participating USG agencies, achieves maximum results related to the PEPFAR ?2-7-10? targets and the Ugandan National Strategic Plan on HIV/AIDS, and is optimally responsive to the needs of Uganda?s citizens infected with and/or affected by HIV/AIDS; Managing operational and strategic planning processes to ensure development of a balanced PEPFAR program in Uganda, and mediating inter-agency conflicts that may occur in the planning process; Providing guidance and retain ultimate responsibility for ensuring that the annual Country Operational Plan is well planned, developed, produced and submitted to Washington in a timely manner. Serving as executive editor of final COP; Convening and chairing regular and ad hoc meetings of the USG PEPFAR Team and ensure that records of regular meetings are disseminated and retained. Ensuring that decisions are documented and respected; Coordinating and facilitating dialogue and interaction among PEPFAR Country Team members from the various USG agencies and technical working groups to ensure critical communication between and among agencies, including action requests and policy guidance from OGAC; Ensuring that working groups have an agenda, are achieving objectives, are sharing information with broader Country Team, and are conducting strategic exercises to evaluate PEPFAR program progress and success; Working closely with the PEPFAR Strategic Information team to coordinate and report program results; Ensuring that the PEPFAR team is kept well-informed on all aspects of the country program; Government of Uganda activities and policies; and Office of the Global AIDS Coordinator information, guidance and policies; Providing oversight to the PEPFAR Program Officer in coordinating the reporting of program results with appropriate team members; and Monitoring and managing responses to OGAC requests for information and reports; assign responses to appropriate team members; review responses and submit to OGAC. 2. Serve as a main point of contact for the Ambassador and Deputy Chief of Mission on the PEPFAR team, including: Ensuring that the Ambassador, the DCM, the PEPFAR Executive Committee, heads of selected USG agencies working on PEPFAR, and other interested and or affected units in the U.S. Mission are apprised of key PEPFAR developments, accomplishments, challenges, and timelines; Communicating decisions and information from the Ambassador, DCM and the PEPFAR Executive Committee to the Country Team; Supporting representational activities by the following illustrative examples, among others: Ensuring the preparation of speeches and talking points for the Ambassador, DCM and others as required; Ensuring the preparation of background materials for briefing documents, cables, public events, etc; Ensuring appropriate PEPFAR support is provided for Congressional Delegations, Staff Delegations, and visits by international dignitaries and others. 3. Serve as representative point of contact between OGAC in Washington and the PEPFAR Country Team, including: Liaising with OGAC through the respective country Core Team lead and members named by OGAC; Ensuring interagency and Washington clearance for TDYs, and promoting inter-agency benefit from TDYs whenever possible and appropriate. 4. Representation to the donor community and Government of Uganda: Liaising with specific and agreed-upon Government of Uganda Ministries, offices and the Uganda AIDS Commission to promote maximum collaboration between the Government of Uganda HIV/AIDS programs and those being planned and implemented by USG agencies and their partners. This includes coordinating PEPFAR Advisory Committee meetings and coordinating PEPFAR technical representation at donor coordination meetings; Liaising with development partners active in HIV/AIDS, and specifically with the Country Coordination Mechanism and administrative agents of the Global Fund, the AIDS Development Partners and others as necessary to provide consistent information on the PEPFAR program and to ensure optimal integration of USG efforts with those of others; Providing direction to the USG PEPFAR Country Team on key developments, new activities, policy issues and consultations with senior Ugandan Government officials and other donors; 5. Supervising the staff members, both professional and administrative, in the PEPFAR Coordinator?s Office. 6. Other duties as required. 7. Reporting Requirements. First-line supervision of the Coordinator is assigned to the Ambassador or his/her designee. As such, the Coordinator represents the Ambassador in sensitively and collaboratively managing the complex processes associated with planning for, implementing, and monitoring the results of the PEPFAR Program across the participating USG implementing agencies. The employing agency, or its agent, will manage administrative requirements (personnel files, payroll, etc). The Coordinator?s performance is evaluated on an annual basis, by obtaining performance feedback from select members of the PEPFAR Country Team. A six-month interim review will also be conducted. 8. Evaluation of performance: In addition to the personnel evaluation procedures of the employing agency and its agent, the Ambassador or his her designee will obtain ?360 degree? evaluation seeking the perspectives of at least one representative of each USG implementing agency, staff directly supervised by the Coordinator, and key host government interlocutors at least annually. The results of the ?360 degree? evaluation will serve as the basis for determining whether the coordinator?s terms of employment is renewed. NOTE REGARDING GOVERNMENT OBLIGATIONS FOR THIS SOLICITATION. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the application. Filling this position is contingent upon availability of funding and completion of final internal administrative approvals.
