- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health intends to negotiate on a sole source basis with Innovative Interfaces, Inc., 5850 Shellmound Way, Emeryville, CA 94608 for service for the NIH library?s millennium system. No solicitation exists for this requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability t respond to the requirement or submit proposals. This notice intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The products are commercial as defined in FAR Part 2.101. The total contracted dollar amount will not exceed $5.5 million; therefore it will be solicited under the Commercial Test Program as authorized under FAR 13.5. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) successive twelve (12) month periods. It is believed that Innovative Interfaces, Inc. is the sole source for this requirement under the authority of section 4202 of the Clinger-Cohen Act of 1996 per FAR Part 13.5-Test Program for Certain Commercial Items and FAR Subpart 6.302-1 because of the following: Due to the proprietary nature of this system developed by Innovative Interfaces, Inc., they are the only source able to maintain the system. The software is proprietary, and cannot be modified by any outside source including the library. In addition, most of the equipment has been modified to work with the Innovative system. Therefore, only Innovative Interfaces, Inc. can continue to operate and provide maintenance for the present system. Below is the Draft Statement of Work. Interested parties may identify their interest to respond to the requirement or submit proposals to the Contract Specialist by February 28, 2008 at 2 PM EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government for the purpose of determining whether to conduct a competitive procurement.
