- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on an 8(a) competitive basis to provide proactive mental health assistance to children, youth, and their families living on Tribal reservations and in Alaska Native villages to decrease the risk factors that contribute to suicide and school violence and to increase the protective factors that are linked to the healthy and safe development of children and their families. The contractor will be required to: (1) Identify eight of the highest risk Tribal areas; (2) Support forty (40) reservations and villages to include the following four (4) activities: a) assess community readiness, needs and resources for preventing bullying, youth violence and suicide; b) develop and implement an action plan for the community to implement culturally informed interventions and activities to prevent bullying, youth violence and suicide through drawing on existing resources, traditions, and values; c) provide training and technical assistance related to promoting mental health, preventing mental and behavioral disorders, and early intervention mental health services as needed; and d) develop and implement mentorship programs for tribal youth by providing opportunities to be mentored by community leaders and elders, as well as opportunities to expand the skills and abilities of the youth by sponsoring a mentor and attendance at leadership seminars, and/or appropriate conferences and trainings; (3) Develop, implement and support community based strategies for sustainability within existing Native Aspirations reservations and villages; (4) Develop and support a network of mentors and elders, from the leaders and youth in current Native Aspirations communities, to assist and consult with incoming Native Aspirations sites; (5) Disseminate guides, lessons learned, protocols, and other materials to the larger population of stakeholders (e.g. non-Native Aspirations sites) in order to transfer knowledge and build upon the successes of the Native Aspirations project; (6) Provide all participant Tribal sites with onsite technical assistance on evidence-based practices designed to address the particular needs of the individual reservation or village communities. The contractor shall develop and disseminate materials tailored from these practices to each participating community.
