REVISED SOURCES SOUGHT Subject: Design and Construction Services for New Pier Facilities at Iraqi Port of Umm Qsar Date of this Source Sought Document: 29 January 2008 Closing Date for Receipt of Sources Sought Responses: 20 Febr uary 2008 Provide Responses to the E-mail Address: cegrs-ct@usace.army.mil Description of Requirement: The United States Army Corps of Engineers (USACE), Gulf Region South (GRS) District, is seeking information from Contractors in connection with a major US contract for Iraqi pier facilities at the Port of Umm Qasr, which is located in Iraq at the north end of the Persian Gulf, just north of the Iraq-Kuwait border. A seawall of approximate length of 450m 2. A Phase I pier the approximate length of 330m (reference ftp-site drawing) 3. A Phase II pier with the approximate length of 150m (reference ftp-site drawing) 4. Dredging to accommodate Max Draft dimensions provided below 5. Grade and pave adjacent access, lay down and parking areas to facilitate use of the piers including area lighting, vehicle shades, pavement markings and signage. 6. The final co nfiguration and capacity of the piers shall facilitate moorage operations of the following types of ship: -- Off-Shore Vessel (OSV): Length O.A.=57.0m; Beam=11.0m; Max Draft=3.8m -- Patrol Ship (PS): Length O.A.=53.4m; Beam=8.1m; Max Draft=2.1m -- Patrol Boat (PB): Length O.A.=34.1m; Beam=6.4m; Max Draft=1.8m 7. Complete construction no later than June 2009 with a preferred time of April 2009. Construction shall be executed to complete the Phase 1 Pier and Seawall prior to the Phase 2 Pier to enable beneficial occupancy of the Phase 1 pier before April 2009. 8. Sources are being sought for: 8.a. Design services 8.b. Construction services 8.c. Design-Build services Description of Design: a. Complete the des ign. Submit the design for review at the 50%, 75%, and 100% stages of completion. The design will consist of project drawings and specifications. b. Participate in review meetings and incorporate appropriate review comments into design revisions. c. Provide a schedule for design through the 100% complete stage. d. Develop a Utility Master Plan (UMP) to include an assessment of existing; potable water distribution system, wastewater collection system, electrical power distribution system. The plan shall also include an evaluation for system expansion. Description of Construction: a. Provide equipment, materials, and labor necessary to complete all required construction. b. Provide life support services for all employees and four ( 4) US Government staff. Life support services shall include housing, office space, food, and support logistics. c. Secure the project site and housing areas from unauthorized access. Provide on-site security for all personnel, equipment and materials at all times during construction. Ensure all employees possess appropriate MNF-I badges, required visas and work permits. Provide and maintain a current list of all workers on the site. d. Provide Quality Control for all construction activities. e. P rovide and maintain a current construction schedule. f. Provide a one year warranty from final acceptance for all construction items. g. Provide As-Built drawings on electronic media. h. Provide a Commissioning Plan, Quality Control Plan, Health and Safety Plan, Life Support Plan, Security Plan and a Contingency Plan for temporary mooring of vessels in case pier facilities are not completed at the time of vessel delivery. Notes: 1. Capacities, dimensions, and quantities cited above for the design-build contract are approximate and subject to change. 2. The government will conduct a site visit during the contract solicitation period. 3. T he government will assist the selected contractor(s) with site access and travel during the design and construction phases of this project.
