Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ), number ESQ080013, Sage Grouse Collars. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This solicitation is set-aside for Small Business concerns, under North American Industry Classification System (NAICS) code 334220. The Small Business Size Standard is 750 employees. Materials must be domestic. Furnish and deliver the following supplies : ITEM #1: Radio Collar Transmitters Quantity: 100 radios Necklace style for Greater sagegrouse Wt. 20-24 grams Mortality sensors - after 8 hours Pulse rate 40-60 ppm Warrant - Minimum of 10 months Battery Life - Minimum of 20 months Crystal Frequencies compatible for area of Powder River Basin in SE Montana and NE Wyoming (Frequency Range: 163.000 to 167.000) DELIVERY DATES: 50 collars must be delivered by 3/25/08. Balance delivered by 04/05/08. DELIVERY DESTINATION: To be delivered to BLM, Miles City Field Office, 111 Garryowen Road, Miles City, MT 59301. Item #2: Radio Collar Transmitters Quantity: 100 radios Necklace style for Greater sagegrouse Wt. 20-24 grams Mortality sensors - after 8 hours Pulse rate 40-60 ppm Warrant - Minimum of 10 months Battery Life - Minimum of 20 months Crystal Frequencies compatible for area of Montana/North Dakota line between Baker, MT and Bowman, ND. (Frequency Range: 148.000 to 151.999) DELIVERY DATES: 50 collars must be delivered by 3/25/08. Balance delivered by 04/05/08. DELIVERY DESTINATION: to be delivered to the BLM, Miles City Field Office, 111 Garryowen Road, Miles City, MT 59301 Detailed frequency information will be given after award. Award will be based on technically capable and price with technical capability being more important than price. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. QUOTERS SHALL FOLLOW INSTRUCTIONS IN THE PROVISIONS AT 52.212-03, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, AND SUBMIT THIS INFORMATION WITH IT'S OFFER. Vendors are also required to acknowledge any potential amendments that may be associated with this combined synopsis/solicitation.Vendors must submit 52.212-03 Offerers Representations and Certifications with their quote.
