Description
The Bureau of Reclamation (BOR), PN Region, has a requirement for a Portable High Voltage DC Hipot tester, which will be used to perform tests on all types of electrical products, systems, and components. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FEDERAL ACQUISITION REGULATION (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposals (RFP) is being issued as 08SP101693; and proposals (including the offeror's electronically completed annual representations and certifications via the ORCA website at http://orca.bpn.gov) are due March 14, 2008, 4:30 PM, MST. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This acquisition is NOT SET ASIDE. The applicable North American Industry Classification System (NAICS) Code is 334515 and the size standard is 500 employees. Contact Julie Mathews at 208-378-5200 or jmathews@pn.usbr.gov. Following are the applicable provisions and contract clauses incorporated by reference: FAR 52.212-1 Instructions to Offerors-Commercial Items (Sep 2006); FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement; (2) past performance (3) price. Technical and past performance, when combined, are substantially more important as price. The Bureau of Reclamation has a requirement for one (1) Portable High Voltage DC Hipot tester. The DC Hipot tester will be expandable from 175 kV to 700 kV and be better than or equal to a Hubbell Hipotronics 8175-PL Series, Model 8175-PL-4 with the salient characteristics listed below. The Portable High Voltage Tester will be used to perform tests on all types of electrical products, systems, and components. The Government currently owns and uses two Hubbell DC Hipot testers and is seeking uniformity between available on-project test sets. Workers will use the tester to verify the strength of the insulation between the current carrying components and enclosures. The test is done by applying a high voltage from the main-input lines to the enclosure of the product and measuring the resulting leakage current flowing through its insulation. To ease the ongoing training burden of keeping worker skills at the needed level the Government will standardize testing equipment. Requirement: CLIN 001: One each: Hubbell (brand name or equal) 8175-PL-4 Test Set which includes (4) 8175-MOD - 175 kV module with spinning insulator, resistor section and module interconnect leads; (1) 8175-CONT - Controller kit with controls and isolation transformer; (1) 8175-RES - Resister, 285 kohm, 7 kJ; (1) 8175-RES - DC Hipot Resistor Support Kit; (1) 8175-EXT-HV, High Voltage Expansion Kit; (1) input line cord, 10 feet; (1) extension cord, 40 feet; (1) interconnection cable, 10 feet; (1) calibration certificate 23; (1) User's Manual; (1) Training period, vendor will provide a minimum of one day of on-site training for up to six government employees on the operation of the new system; (1) The manufacturer shall warranty the unit to be free from defects in workmanship and materials for a period of 1 year. If a defect is found the manufacturer shall repair or replace the component at the discretion of the manufacturer. The warranty period expires one year from the completion of the training date; (1) Proposed delivery schedule (delivery, acceptance, and FOB will be: Bureau of Reclamation, Warehouse B, Grand Coulee, WA 99133; (3 minimum) References for like items: including name, company affiliation, and contact phone number with extension, for past performance rating. CLIN 002: 8175 Series DC Hipot Accessories: (1) 8175-LFT Lifting Tongs. Salient Characteristics: Shall be rugged, light weight, and portable, modular (expandable) construction to limit setup time; expandable from 175 kV to 700 kV; high current output for testing large loads; reversible polarity; ripple <0.2% per mA; zero start interlock and external interlock provisions for safety during operation; anti-corona toroid; ability to withstand repeated overloads; guard circuit; momentary current reversal switch; storage container; input voltage frequency 220 volts, 50/60 Hz; input current 30 amps; number of modules 4; output voltage 700 kV DC; output current 4.3 mA; duty cycle 15 minutes on / 1 hour off; output polarity reversible; output ripple 0-100kV dc and 0-200 kV dc; Ammeter 0-5 / 50 / 500 uA / 5 / 25 mA ; accuracy + or - 2% full scale; controller size: approximately 20" x 11" x 15" or less; controller weight 135 lbs. or less; HV section size: approximately 18" x 26" x18" or less; HV section weight 320 lbs. or less; Isolation Transformer size: approximately 20" x 15" x 20". Vendors bidding on this requirement will provide information showing that their equipment is equal to the above salient characteristics and specifications.
