Description
This is a notice of intent, not a request for a proposal. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on sole source bases with the University College London (UCL), Gower Street, London WC1E 6BT, to study the differential roles of declarative and procedural memory in the acquisition of speech and language in patients with very early damage either to the hippocampal system in the medial temporal lobe or to the neostriatal lobe in the frontatal lobe. This includes collaboration work between the Institute of Child Health (ICH) and Great Ormond Street Hospital for Children (GOSH) at UCL. In addition, the research will involve the application of neuropsychological, magnetic resonance and electrophysiological techniques. The period of performance is for 12 months. The UCL maintains a sufficient current patient population to perform the services. The ICH has termed several disorders from the patient population. The acquisition is being conducted under simplified acquisition (FAR 13) and is exempt from the requirement of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. No electric or facsimile submissions or collect calls will be accepted. For delivery through the Postal Service, the address is NIH, NIDA, SS/SA Branch, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892. Attention: Jasmine Snoddy.
