- Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the electric and gas distribution systems for the 182nd Airlift Wing (AW) Air National Guard Base (ANGB) located at Greater Peoria Regional Airport, to: Central Illinois Light Company (CILCO). Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. CILC O (Contractor) will assume ownership of the above-mentioned utility systems and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all fac ilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for e ach Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements li sted in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The electric and gas systems being privatized are described as follows: The 182nd Airlift Wing (AW) of the Illinois Air National Guard occupies 334 a cres of leased land. Leased land is on the Greater Peoria Regional Airport, located approximately six miles southwest of Peoria, in north central Illinois. The mission of the 182nd AW is to provide air transportation of personnel and equipment to deploye d locations. The unit currently flies the C-130H Hercules. The 182nd AW occupies 6 administrative and 30 industrial buildings, totaling approximately 428,400 square feet with 238 full-time personnel. A unit training drill is conducted once a month and re sults in a surge of up to a total of 1200 personnel. Power is provided by Central Illinois Light Company (CILCO) and enters the base and is metered at two locations. It is delivered and distributed at 13.2 (kV) through a branched underground configuration system. The primary distribution system consists of 9,300 linear feet of 3-phase underground circuits rated at 15 kV in multiple conduit ductbanks. The ductbanks are in concrete, cast in place with four to six PVC conduits. All of the conduits in the duc tbanks are currently being utilized, with two (when the ductbank has four conduits) to four (when ductbank has six conduits) dedicated to communication lines, one dedicated to a power line owned by CILCO, and one dedicated to the base owned electrical circ uits mentioned above. The underground circuits are buried at an average depth of four feet and are marked with tracer wire. Multiple branches feed 18 three-phase, oil-filled, pad mounted transformers ranging from 75 to 1500 kVA and one 25 kVA single-phas e, oil-filled, pad mounted transformer. The system includes 19 pre-cast concrete utility vaults, each 10 by 10 by 8 feet in size and 15 electric meters. Base personnel indicate the capacity of the current system is adequate for present and future needs. N atural gas service is provided by Central Illinois Light Company (CILCO) and enters the base at one point. The configuration is a looped system with multiple dead-end branches and with gas delivered at 15 psig. The distribution system contains approximate ly 11,300 linear feet of PE pipe ranging from 3/4 to four inches in diameter. Pipes are buried at an average depth of 2.5 feet tracer wire. The system contains 20 PE ball valves, one air release valve, fourteen meters, and 16 regulators. Base personnel ind icate the capacity of the current system is adequate for present and future needs. Competitive proposals were requested in 2001 and no offers were received. T his notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However , interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50 -year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency re sponse time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon respo nses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
