Description
The U. S. Army Joint Munitions & Lethality Life Cycle Management Command, Picatinny Arsenal, NJ, intends to issue a solicitation for the LAP of MACS increments for the M231 and M232A1 Propelling Charges to support FY08 - FY11 production quantities. The MACS meets the Army???s requirements for 155mm artillery Propelling Charges to be used in all existing 155mm artillery weapon systems and is designed for use with automated handling equipment incorporated in the future Non-Line-Of-Sight Cannon (NLOS-C) system. The MACS are two different Propelling Charges (the low-zone M231 and the high-zone M232A1), which provide a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The LAP effort involves the final assembly of the Propelling Charge from its components, packing into the shipping containers and transportation to various facilities for subsequent testing. The Government intends to award one Firm Fixed Priced contract for the LAP of the M231 and M232A1 Propelling Charges, which will consist of a basic year requirement (FY08) with 4 priced ???overlapping??? option quantities for FY08- FY11. ???Overlapping??? options will include 2 year option exercise periods from start to end of each overlapping option. The M231 and M232A1 LAP anticipated option quantities and the maximum amount that can be ordered, at the discretion of the Government, for each option are: FY08 ??? 578,287; FY09 ??? 933,594; FY10 ??? 1,035,995; and FY11 ??? 1,161,899. The anticipated quantity for the base year requirement is 557,020. The Offeror must possess the necessary skills and facilities to fabricate and deliver the above components. Potential candidates must possess unique contractor skills and technologies required from the LAP effort, which includes a trained workforce that can safely handle and store various energetic components and prepare them for their intended use and have the necessary production machinery. Subject to approval, competition is limited to United States and Canadian sources. The technical data package (TDP) is available from the Procuring Contracting Officer upon request. The POC for this action is Peter Vincenti (973-724-5368), Building 9, Picatinny Arsenal, New Jersey 07806-5000 or email peter.vincenti@us.army.mil. See Numbered Notes 13 and 26 apply.
