PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement type contract for the effort described herein. The NAICS code for this acquisition is 541712 Research & Development in the Physical Engineering & Life Science. PURPOSE: This study ?Chukchi Sea Offshore Monitoring in Drilling Area (COMIDA): Chemical and Benthos (CAB).?will constitute a key component of Chukchi Sea environmental studies pertinent to Chukchi Sea Lease Sale 193 which occurred in February, 2008: http://www.mms.gov/alaska/cproject/Chukchi193/193Saleday/Sale193SaleDayStats.htm. Specifically, this study will initiate Open water season monitoring of anthropogenic chemicals associated with offshore oil and gas exploration and development and of benthic biota in the area of potential or actual offshore drilling areas of the Chukchi Sea. Sampling will occur in two of the years 2008-2010. BACKGROUND: In preparation for upcoming lease sales in the Chukchi Sea, Minerals Management Service Alaska OCS Region conducted a three day "Chukchi Offshore Monitoring in Drilling Area (COMIDA) Chukchi Sea" planning workshop November 1-3, 2006, in Anchorage. The purpose of the workshop was to identify potential monitoring tasks for a COMIDA field effort to meet MMS needs. The workshop report, OCS Study MMS 2007-002 "Proceedings of a Workshop on Chukchi Sea Offshore Monitoring in Drilling Area" was published in April 2007. The COMIDA workshop described the importance of benthos and chemical monitoring to evaluate the health of the Chukchi ecosystem. The Government estimates the level of effort for this contract will be four (4) years with two field seasons at $2,312,000 - $2,890,000 in cost. SCOPE OF WORK: In Task 1, the contractor provides overall project coordination and management role reporting to the MMS contracting officer?s representative (COR). For Task 2, the Contractor initiates and develops a conceptual food web related to bioaccumulation and risk of trophic transfer of oil industry anthropogenic contaminants. In Task 3, the Contractor initiates monitoring to distinguish changes in benthic biota and anthropogenic contaminants due to oil and gas activities from those due to changes in climate or food web structure. This includes providing a research vessel for each of the two sampling years. In Task 4, the Contractor prepares annual CAB report, draft final and revised final report, and technical summary. For Task 5, the Contractor writes and submits an article describing the research results to a peer-reviewed journal. HOW TO RESPOND: This procurement is being conducted in accordance with FAR 15.202. In order to compete for this contract interested parties MUST demonstrate that they are qualified to perform the work by providing, BY 5:00 PM EST, March 17, 2008, an original and four (4) copies of a Capabilities Statement detailing: (1) your key personnel (those who would have primary responsibility for performing and /or managing the study) with their qualifications and specific experience. The Offeror shall provide information on which tasks each key person shall perform, qualifications for completing those tasks, and the rationale for that assignment. Also describe (2) field and analytical facilities and equipment, (3) organizational experience, and (4) provide specific references including contract number & project description, period of performance, dollar amount, client identification with the point of contact, telephone number, and email address for previous work of this nature that your key personnel or organization has performed within the last four years (references will be checked.) If you believe the Government will find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your company to address the problem. Following review of all Capabilities Statements, we will establish a list of those deemed most qualified to perform the work. Further details of proposal requirements and logistical considerations will be provided at that time. Proposals shall consist of an oral technical presentation, written technical proposal and project management plan, and written cost/business proposal. Your Capabilities Statement will be evaluated based on: (A) demonstrated experience and expertise of all key technical personnel including identified Project Manager, especially as regards to their knowledge and experience in light of specific tasks to be performed. (B) Demonstration of adequate facilities and equipment to complete the tasks. (C) Demonstrated organizational history of successfully conducting projects of similar size, scope, complexity, duration, and dollar value; producing high-quality deliverables; and completing similar projects on schedule and within budget.
