- The Mid-Pacific Region of the Bureau of Reclamation is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties in the intended procurement to provide all personnel, materials, supplies and equipment necessary to perform maintenance and repair activities at the Bureau of Reclamation South Central California Area, Tracy Office. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, ALL interested parties are requested to respond, regardless of business size or category. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. The proposed North American Industry Classification System (NAICS) Code for this acquisition is 561210 and the related small business size standard is $32.5M. Responsible sources having relevant experience should submit a capabilities package not longer than six pages demonstrating the ability to perform the services described in the PROJECT DESCRIPTION below via email to bmahoney@mp.usbr.gov or by mail to Bettye Lou Mahoney, Contracting Officer, Bureau of Reclamation, 2800 Cottage Way, Room E-1815, Sacramento CA 95825-1898. Packages should include the following information: (1) Business name, address, CAGE code, size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone), and a point of contact; (2) a copy of the certificate issued by the SBA of your qualifications as a certified HUBZone small business concern (if applicable); (3) a positive statement of your intention to submit an offer for this requirement as a prime contractor; and (4) evidence of experience performing work similar in type and scope to include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers and past experience relevant to the work described below within the past five years. Finally, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. Also, please include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform the required work. Responsible sources having relevant experience and the capabilities to perform the work will be considered. PROJECT DESCRIPTION The Tracy Fish Collecting Facility screens and collects fish prior to diversion of water by the Tracy Pumping Plant into the Delta-Mendota Canal. Fish are identified, collected, and returned to the Delta at the fish release sites out of the sphere of influence of the pumps. The existing Tracy Fish Collecting Facility was constructed 50 years ago and has been operated continuously by the Bureau of Reclamation since that time. Additionally debris loads at the facility have increased dramatically since construction a half a century ago. Infrastructure maintenance and upgrades have become essential to the continued fish friendly delivery of water supplies to water users. The work will consist of all personnel, materials, supplies and equipment necessary to perform the operations and/or maintenance and repair activities on the following Bureau of Reclamation facilities: - Tracy Administration Office and Water Quality Buildings - Tracy Fish Collecting Facility (TFCF) - Delta Cross Channel Facilities - Fish Release Sites (FRS) The principal components of work to be performed will consist of, but not be limited to, the following repair and maintenance activities: 1) Preventive Maintenance work and inspections, corrective work 2) Emergency repairs and maintenance 3) Repair and maintenance items 4) Deferred maintenance, new construction, equipment/facility upgrades. Preventive Maintenance, emergency repairs and maintenance activities will be performed on the above mentioned facilities and any associated feature such as roads, fences, drainage channels, pumps, signs, gates, bridges, buildings, and all associated mechanical and electrical equipment. Also included is weed and rodent abatement, emergency repairs, and other items or services. ELECTRICAL MAINTENANCE - perform the preventative maintenance for the electrical components of the facilities MECHANICAL MAINTENANCE - perform the preventative maintenance for the mechanical components of the facilities CIVIL MAINTENANCE/PEST MANAGEMENT The principle components of the maintenance work performed includes: removal and disposal of debris, trash and silt; erosion repair and control; riprap placement; and pest management activities. Buildings Maintenance - Work inside these buildings is generally not required, but may be requested depending on skills necessary to complete the work. The principal maintenance and repair work required by the contractor in this section will be as follows: Water Systems; Sewer Systems; and Electrical systems.
