Description
DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO: Lincoln Group to provide the following items: twelve (12) issues of 6th Brigade Comic Book series, UNDER AUTHORITY OF FAR 13.501(a) (1). Lincoln Group, 801 Pennsylvania Ave 325, Washington, DC, 20004-2615. The dollar value of the award is not anticipated to exceed $2,400,000.00. The resulting award will be a Firm Fixed Price contract. The detailed specifications for the twelve (12) issues of 6th Brigade Comic Book series are as follows: Requesting the design, production and distribution of 12 issues of 60,000 comic books per issue for a total of 720,000 comic books of the 6th Brigade Comic Book series to highlight the professionalism of the Iraqi Special Operations Forces (ISOF) and to enhance the public perception of the Iraqi Security Forces (ISF) as a capable, well-trained, and professional fighting force IAW Information Operations Objectives as outline in the Multi National Force West Operation Order MNF-W (OPORD) dated September 2007. Production will include 60,000 copies of each of the five new issues using established local print professionals for a total of 720,000 6th Brigade comic books. Each comic book will contain 30 pages. Each book shall be full color glossy, 2-staple binding. Each page is 24cm x 17cm. Paper weight will be at least 115gm. Product will be separated by edition and packaged in multiples of 100. To insure that every print run meets the highest standards of quality, a 5% spot check of every print-run will be conducted and the client will be immediately informed of any present deficiencies with an immediate quality control and quality assurance (QA/QC) plan to rectify whatever deficiencies may exist. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the supplies sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all proposals received before 1200 PM PST on 03 March 2008. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
