Description
The Defense Supply Center Columbus is issuing a solicitation in support of HMMWV Industrial Based Production Programs. This contract is the follow-on to replace the Customer Pay contract, SP0750-06-D-9711, which expires in December 2008. The awardee will function as a Prime Services Integrator (PSI ) for three separately described but integrated services required to effectively and efficiently support the HMMWV industrial production programs: 1) Technical support to apply best manufacturing and repair practices to any Full or Tailored Implementation Sites, currently Red River Army Depot (RRAD) and Letterkenny Army Depot (LEAD) which are full implementation sites and Maine Military Authority (MMA) which is a tailored site; 2) Repair parts, components and kits support to accomplish the required repairs and upgrades; and 3) Operation of a dual supply system for replenishing (i.e. ?pushing?) the required parts using proven just-in-time supply practices. Under the dual supply system each part/NSN provided under this contract will have a primary source assignment- either the Government material is to be used (Gov?t. 1st Source), or the contractors material is to be used (Contractor 1st Source). The dual supply system is activated when parts are not available in sufficient quantities to meet the requirements. At that point the contractor will either obtain parts from DLA (for Contractor first sourced items that they cannot provide) or the contractor must provide their parts for items first source to the Government. This dual supply system requires the contractor to price every item being supplied under this contract and to have the capability to supply Government first sourced parts with little or no lead time. The measurable goal of acquiring these parts and services is to produce a better product to the field, faster and at a lower cost.
