Description
The Naval Facilities Engineering Command, Southwest Division (NAVFAC SW) located at 1220 Pacific Highway (Code RAQ1.RC), San Diego, CA 92132 is conducting market research on identifying responsible sources and obtain information to purchasing renewable power at Marine Corps Air Station (MCAS)Miramar located in San Diego, California. NAIC CODE: 221119 The Navy desires to purchase power generated from renewable power generation technologies or systems, located off-site or adjacent to the base, developed and constructed by a private entity or entities. The intent of the Navy is to enter into a Power Purchase Agreement (PPA) for an approximate minimum capacity of 3MW or a minimum of 20,000 Mega-Watt-Hours (MWH) per year, for a period between 15 years to 20 years, without any interest in the ownership of the renewable power technology or system. It is the intent of the Navy to direct private entities to make their own arrangement and coordination with the local regulated utilities to deliver such renewable power to the MCAS Miramar?s main meter or alternatively directly to the base?s grid in order to accommodate the Navy?s PPA. It is also the Navy?s desire to purchase power using a rate which provides a Life Cycle Cost Analysis (LCCA) equal to or lower than the unit cost for electric power delivered to MCAS Miramar. Retention of the Renewable Energy Credit (REC) as well as the future ability to separate the carbon credits is required. Additionally, under the Center for Resource Solutions (CRS) Green-e products (U.S Green Building Rating Systems EA-6 credit), be defined as renewable. Western Area Power Administration (WAPA) is the governmental agency that?s currently procuring power for the Navy and is the Navy?s power scheduling coordinator. Specifically, the Navy is interested in identifying risks associated with awarding the above PPA for MCAS Miramar. Perceived risks are construction timelines, power transportation and delivery coordination, cost impact of departing load and standby load charges, Renewable Energy Credit (REC) sales and pricing and capital financing availability. Responses to this RFI should address these and other issues that the responder feels should be brought to the attention of the Navy. The following are anticipated events and timelines: a) Award PPA contract in 12 months b) Renewable power delivery no later than Nine (9) months after contract award Statement of Interest Questionaire is attached. Please review and respond accordingly. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT AWARD WILL NOT BE MADE FROM THE ATTACHED QUESTIONAIRE.
