- EVALUATION Quotes will be reviewed and evaluated in accordance with the evaluation criteria identified below: The first three technical factors: A. Technical Capabilities, B. Time to Complete and C. Personnel Qualifications, are in descending order of importance and when combined are more important than Past Performance. Past Performance is as important as Price. Subfactors are treated as equally important. TECHNICAL QUOTE (Volume 1a) A. Technical Capabilities 1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW and specific tasks, and planned execution of the project. 2. Vendor has specific knowledge of the Indian Gaming Regulatory Act (IGRA), 25 U.S.C. && 2701-21; National Indian Gaming Commission regulations, 25 C.F.R. Parts 501 - 577; Class II and Class III game classification under IGRA; and tribal gaming regulatory authority operations, authority, and regulations. B. Time to Complete Analysis 1. Analysis must be complete and sent to the Government on or before 60 calendar days after receipt of order. C. Personnel Qualifications 1. The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects must convey similarity in topic, dollar value, workload, duration, and complexity. Resumes of Key Personnel are required. TECHNICAL QUOTE (Volume 1b) D. Past Performance 1. The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget. 2. Experience in performing similar studies and analyses in the casino environment on Class II and Class III game classifications. PRICE QUOTE (Volume 2) E. Price/Cost Technical Factors are more important than cost or price. Selection of the firm to perform this task order will be based on the Government's assessment of the best overall value. PERIOD OF PERFORMANCE: The resulting award will have a Base Period beginning at the time of award and ending 60 calendar days after award. AWARD TYPE: The Government anticipates a Firm Fixed Type of Contract. CONTRACT AWARD Contract award shall be made to the responsible Vendor whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost. In the event quotes are evaluated as technically equal in quality, price or cost will become a major consideration in selecting the successful Vendor.
