Description
The Coast Guard Research and Development Center (RDC) recently became part of the newly consolidated Coast Guard Acquisition Directorate (CG-9). As advisor and consultant to CG-9, the RDC is tasked to provide system engineering and technical assistance to all aspects of RDC activities. Tasking will typically involve complex analyses requiring the coordinated integration of experience and expertise to be applied to the following RDC functional areas: 1) Requirements, Alternatives, Cost and Operations Analysis; 2) Systems Engineering and Planning; 3) Human Systems Integration; 4) Environmental Impact and Safety Assessments of Proposed Acquisitions/Systems; 5) Logistics; 6) Test and Evaluation; 7) Modeling and Simulation; 8) Workforce and Staffing Analysis; 9) Risk Analysis; 10) Acquisition Strategy (Business Case Development); and 11) Request for Proposal Generation and Proposal Evaluation. This procurement is being solicited based on full and open competition. It is anticipated that the solicitation will result in a single award indefinite-delivery indefinite-quantity contract with cost-plus-fixed-fee provisions. Task orders under the contract will be issued on a term or completion form basis. The resultant contract will have a five-year period of performance. It is anticipated that award will be made on initial offers. Offers will be evaluated on the basis of best value, and award will be made to the responsive/responsible offeror who provides the greatest overall value to the Government based on the technical proposal, cost/business proposal, and other factors. Technical proposals will consist of Past Experience, Past Performance, Staffing, and Technical Understanding and Management Approach. The NAICS code for this procurement is 541330. All responsible offerors may submit an offer, which the Coast Guard will consider. To be eligible for award, offerors must be registered with the Central Contractor Registration at http://www.ccr.gov/. It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov by March 6, 2008. Proposals will be due forty-five days after solicitation. To find notifications at FedBizOpps, offerors should select Department of Homeland Security, United States Coast Guard, Research and Development Center, Groton, CT. To receive notifications, offerors should subscribe to the mailing list and register with the FedBizOpps vendor notification service. Paper copies of the solicitation will not be issued.
