Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is 08WRQQ0044; it is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23, effective 25 January 2008. This acquisition is unrestricted under NAICS code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The U.S. Geological Survey, Alaska Science Center (USGS) has a requirement for quantity forty (40) VHF and GPS capable avian backpack-style (to be attached via double subcutaneous prong) transmitters for use on Black Brant (Branta bernicla nigricans). The transmitters must have real-time GPS data transmission and data storage capability. The transmitters must have the capacity to store GPS data, transmit the last GPS data point once per minute and the last 200 data points once per day. The total weight of the transmitters, complete with battery and potting, must not exceed 35 grams. The battery life of the transmitters must be at least 56 days. The transmitters may be solar powered if necessary to ensure adequate life. These items are to be delivered FOB Destination to the Alaska Science Center in Anchorage, AK not later than 07 May 2008. The USGS will award a purchase order to the responsible prospective contractor that offers the lowest-priced, technically acceptable solution. Quotations shall include all technical data necessary to determine technical acceptability. Quotations are due in the Sacramento, CA contracting office not later than 5:00pm local time Monday, 25 February 2008 and may be delivered by mail, fax, or by email to jcaravelli@usgs.gov. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
