- Description
- The Social Security Administration (SSA) intends to enter into a sole source procurement with MAXIMUS, Inc., to maintain and update a Ticket Program Data Operations Center (TPDOC) for access and utilization by two (2) existing Ticket Program support contractors, Operations Support Manager (OSM), Contract No. SS00-05-60079, and Program Manager for Recruitment and Outreach (PMRO), Contract No. SS00-06-60017. MAXIMUS is the only organization with the immediate system capability and familiarity with the Ticket Program requirements to provide the required services, and the MAXIMUS system (MAXSTAR) is the only system alternative available to SSA within the established timeframes for continuing support of and access by the OSM and the PMRO contractors to meet their respective contract requirements. BACKGROUND: Since September 29, 2000, MAXIMUS has supported SSA's Ticket to Work Program by providing system access and support through an electronic information technology data base (MAXSTAR) proprietary to MAXIMUS. MAXIMUS continues to provide services to SSA via its Ticket Program Data Operations Center Manager (TPDOCM) contract, SS00-05-60089, awarded to MAXIMUS on a sole source basis on September 28, 2005. Currently, the TPDOCM maintains and updates the existing database and adjunct data bases, updates SSA files, and accepts data inputs, as well as provides the OSM and the PMRO contractors with necessary data base access and technical assistance. SSA expects to build an Agency-owned, in-house data base to support Ticket Program operations, which will ultimately replace the existing database owned and maintained by MAXIMUS. However, this new Agency-owned data base is not expected to be ready for full implementation for several years, requiring continued support by MAXIMUS for the immediate future. REQUIREMENTS: SSA plans to award a new five-year sole source TPDOC contract to MAXIMUS, Inc. The TPDOCM shall continue to maintain and update the existing MAXSTAR data base and adjunct data bases, access and retrieve data from SSA control files, update SSA files, and accept data inputs, as well as provide the OSM and the PMRO contractors with necessary data base access and technical assistance until the SSA Agency-owned system achieves full functionality. Interested sources that believe they have the capability to perform the services required herein should submit a capability statement to Dawn Caracci via email at dawn.caracci@ssa.gov. Responses shall be marked SSA-RFP-08-1052, CAPABILITY STATEMENT, and shall be received in writing no later than March 6, 2008, 3:00PM EST. All responsible sources will be considered. If no responses are received by the cutoff date, a solicitation will be issued directly to MAXIMUS. TELEPHONE CALLS WILL NOT BE ACCEPTED. Reference Numbered Note 22.
