Description
This Is A Sources Sought Announcement Only For Purposes Of Conducting Market Research. There Is No Solicitation Available At This Time. Requests For A Solicitation Will Not Receive A Response. The Southern Region Contracting Center-East, Fort McP herson, Georgia is conducting market research to determine the extent to which small businesses are capable of performing as prime contractors for a multifunctional requirement to provide support to the G-3 First Army Operations Center to include Geogr aphic Information Systems, Future Operations Plans, and Knowledge Management duties; G-5 Future Plans and Mobilization Branches; and G-6 Current Operations and Information Technology support functions. First Army subordinate Divisions, First Army Division East located at Fort Meade, Maryland, and First Army Division West located at Fort Carson, Colorado, are included in the above in supporting the Division Operations Centers at both locations. Military and Government Civilian shortages coupled with person nel turnover rates have inhibited the commands ability to sustain continuous 24 hour-7 day operations with the subject matter expertise necessary to support the transition of the Reserve Component-RC to an Operational Force; manage and synchronize Pre and Post-Mobilization training needs, and facilitate the deployment and redeployment of RC forces to and from theater in support of Operation Enduring Freedom, Operation Iraqi Freedom, Guantanamo Bay, Multi-Force Observer and Kosovo Forces mission sets under Army Force Generation. There will be three major factors considered to determine offerors capabilities and experience: 1. Technical Approach to the Draft Performance Work Statement; 2. Management Approach and Experience/Education of Personnel; 3. Pas t Performance reflecting moderate to low risk. The anticipated North American Industrial Classification System code for this acquisition is 541513, small business size standard is $23 Million. The Government will not reimburse any concern for any informa tion that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested business concerns are invited to provide a capabilities statement demonstrating ability to perform the following: Capability 1. The cap ability to perform draft PWS Task Areas; Capability 2. Staffing Approach that demonstrates the ability to recruit and adjust staffing levels needed with the required experience/education needed to perform operations center service support and mobilization training; Capability 3. Past Performance information demonstrating relevant past experience in operations center support and mobilization. Capability 4. Indicate whether interested business concern is small, small disadvantaged, 8a, woman owned, service di sabled veteran, HubZone or any other socio-economic group. A draft Performance Work Statement will be provided for informational purposes only. Interested concerns are also encouraged to submit under separate cover any comments/questions regarding the dr aft PWS. All interested business concerns are required to respond to this sources sought announcement via email by March 4, 2008, 2:00 p.m. EDT. Responses shall not exceed 10 pages and must include company point of contact, email address, telephone numbe r and fax number. The information provided in response to this sources sought will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from small businesses do not address all the required areas of responsibility, the final acquisition strategy may provide for this requirement to be competed on a full and open basis. Large business concerns are not prohibited from responding to this announcement; however, information submitted from large business es may not be used if an adequate number of small businesses demonstrate an ability to perform all tasks.
